C’est pourquoi, en novembre 2008, la Commission a proposé une feuille de route indicative qui devrait permettre d’atteindre la dernière phase des négociations d’adhésion d’ici fin 2009 pour autant que la Croatie respecte les conditions nécessaires.

With regard to Croatia, the Council: - endorsed the Political Committee's opinion, reaffirming the terms of the decision of principle which the Council took at its meeting on 10 April regarding the opening of negotiations for the conclusion of the trade and cooperation agreement between the European Community and Croatia, particularly as it reserves the option of taking account at all times of the attitude of Croatia in implementing the United Nations Resolutions and the peace process; - agreed that this decision will be implemented according to the assessment made by the Council at its next meeting of developments in the situation on the ground; - agreed in principle to the Regulation concerning Croatia's inclusion in the PHARE programme, to be formally adopted at a future meeting after legal/linguistic finalization of the text.
S'agissant de la Croatie, le Conseil - a fait sien l'avis du Comité politique en réaffirmant les termes de la décision de principe que le Conseil a prise lors de sa session du 10 avril concernant l'ouverture de négociations visant la conclusion de l'accord de commerce et de coopération entre la Communauté européenne et la Croatie et notamment en ce qu'il se réserve la possibilité de tenir compte à tout moment de l'attitude de la Croatie dans la mise en oeuvre des résolutions des Nations-Unies et du processus de paix; - est convenu que cette décision sera mise en oeuvre compte tenu de l'évaluation qu'il fera lors de sa prochaine session de l'évolution de la situation sur le terrain; - a marqué un accord de principe sur le règlement relatif à l'inclusion de la Croatie dans le programme PHARE, dont l'adoption formelle interviendra lors d'une prochaine session après la mise au point juridique/linguistique du texte.
