Regrets that the text of the draft revision of the Treaties submitted to the Dublin European Council does not contain clear options in favour of communitizing policy on the crossing of the external frontiers, asylum, migration and visa policy and the policy on nationals of third countries; opposes any further postponement in implementing the free movement of persons and any discrimination, as regards the right to free movement, between EU citizens and nationals of third countries legally established in the Union; reiterates its belief that the free movement of persons must be applied to all people legally resident in the EU and cannot under any circumstances, be restricted to the EU citizens; regrets also the fact that, both in the new title on the free movement of persons, asylum and migration and in relation to other matters in the third pillar, no specific proposals are made either to strengthen the Commission's right of initiative, Parliament's role in the decision-making process and democratic and judicial scrutiny of the policy implemented, or as regards the power of the Court of Justice or the introduction of majority voting in the Council; ;
49. regrette que le texte du projet de révision des traités, tel qu'il a été présenté au Conseil européen de Dublin, ne comporte pas de choix clairs concernant la communautarisation de la politique relative au franchissement des frontières extérieures, de la politique dans les domaines de l'asile, des migrations et des visas, ainsi que de la politique à l'égard des ressortissants des pays tiers; s'oppose à tout report ultérieur de la réalisation de la libre circulation des personnes et à toute discrimination du droit à cette liberté de circulation entre les citoyens de l'Union européenne et les ressortissants de pays tiers légalement établis dans l'Union; réitère son point de vue selon lequel la libre circulation des personnes doit s'appliquer à toutes les personnes résidant légalement sur le territoire de l'UE et ne peut, en aucun cas, être limitée aux seuls citoyens de l'UE; regrette en outre que ni le nouveau titre relatif à la libre circulation des personnes, à l'asile et aux migrations, ni les autres matières ressortissant au troisième pilier ne prévoient de dispositions concrètes visant, d'une part, à renforcer le droit d'initiative de la Commission, la participation du Parlement européen aux décisions, le contrôle démocratique et juridique de la politique mise en oeuvre et, d'autre part, à institutionnaliser la compétence de la Cour de justice et à instaurer la règle de la majorité pour les décisions du Conseil;

The Commission proposes the following priority actions as meeting these general criteria: - studies and preparatory work - construction of a combined transport network based on the results of a study which is now under way - development of new telecommunication and teleinformation technologies to improve traffic management and information to drivers - improvement of the Paris-Madrid-Barcelona-Lisbon-Porto-Algeciras road and rail transit routes - improvement of infrastructure associated with the Channel Tunnel - construction of a high-speed rail line between Paris, London, Brussels, Amsterdam and Cologne (1) COM (88) 340 ./. - 2 - - improvement of the north-south transit link in Ireland to serve the ports of Larne, Belfast, Dublin and Rosslare - modernisation of the north-south inland waterway netweork between the Netherlands, Belgium and France - construction of the `Scandinavian link' - modernisation of the transit routes between Southern Germany/Italy- Greece - international links in frontier areas - improvement of other Alpine transit routes, especially into Italy Financial assistance A declaration that a particular project is of European importance would make it eligible for support from the Community funds allocated for transport infrastructure and from other Community sources of capital.

Aide financière Tout projet déclaré d'utilité européenne pourrait bénéficierd'une aide prélevée sur les fonds consacrés par la Communauté aux infrastructures de transport ou sur d'autres ressources communautaires.
