(10) La présente directive a pour objectif de faire en sorte que les revenus transfrontaliers de l'épargne sous forme de paiement d'intérêts puissent, conformément aux dispositions législatives nationales de l'État membre de résidence du contribuable, faire l'objet d'une imposition effective.

Indent 12 further mentions that "the objective of this Directive, which is that of the effective taxation of cross-border savings income within the Community, cannot be sufficiently achieved by the Member States, because of the absence of any co-ordination of national systems for the taxation of savings income"(emphasis added).

The communication therefore underlines the need for early adoption of the Directive proposed in 1998 to ensure minimum effective taxation of cross-border savings income.The Commission will keep up its efforts to eliminate tax barriers impeding the smooth operation of the single market in financial services, and it plans to table proposals on pension funds and insurance, with the support of the Taxation Policy Group.
