Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. But there are also Community obligations as regards the defence of the cultural interests of citizens. Article 128 of the EC Treaty says that 'the Community shall contribute to the flowering of the cultures of the Member States, while respecting their national and regional diversity'. And Article 128(4) also states that the Community 'shall take cultural aspects into account in its action under other provisions of this Treaty': the Commission devoted a major report to these aspects (COM(96) 160 final) and Parliament reacted with the Escudero report (A4-0410/96).
