Invites the Commission and the Council to make the implementation of the European Neighbourhood Policy action plans conditional upon the respect by Armenia and Azerbaijan for universally accepted principles, in particular their obligations as members of the Council of Europe regarding human and minority rights, and calls on the Commission and the Council to incorporate into these action plans specific provisions for the protection of the cultural heritage of minorities;

To achieve these objectives, it is planned to set up four sub-programmes: - the first aims at reducing the handicaps of being an island and at opening up the interior by creating integrated transport structures and improving secondary transport networks; - the second is aimed at the improvement of conditions for tourism by protecting and exploiting the natural environment as well as the artistic and cultural heritage of Sardinia, with a view to widening the range of tourism supply and extending the tourist season; - the third is concerned with increasing the water supply available, in particular by improvement of the secondary supply network as well as by providing systems to collect and treat waste water in tourist centres on the coast; - the fourth, finally, aims at improving the conditions for implementing the programme by means of technical assistance schemes, monitoring programmes and schemes to advertise the projects to be financed.
