(1c) In the interest of its citizens, the Union should take the cultural dimension into account in all the measures it introduces, so as to encourage mutual respect between cultures, promote diversity, protect the common cultural heritage and improve knowledge of the history of the European peoples, as provided for in Article 167 of the Treaty on the Functioning of the European Union.

(7) The Community is consequently committed to working towards the development of a cultural area common to the European people, which is open, varied and founded on the principle of subsidiarity, cooperation between all those involved in the cultural sector, the promotion of a legislative framework conducive to cultural activities and ensuring respect for cultural diversity, and the integration of the cultural dimension into Community policies as provided for in Article 151(4) of the Treaty.

4. Notes that the requirement to implement cultural projects, as is the case at the moment, in accordance with the criteria of the existing cohesion and development programmes, has revealed such projects to be highly compatible with the objectives of those programmes, and also observes that this requirement has the added bonus of having brought about the incorporation of a cultural dimension into other spheres of activity and thereby prevented any possible risk that cultural activities might become isolated from the general development of society;
4. constate que l'obligation de réaliser des projets culturels - comme c'est le cas actuellement - dans le respect des critères des programmes existants en matière de cohésion et de développement a apporté la preuve qu'ils étaient parfaitement compatibles avec les objectifs desdits programmes et que cette contrainte présentait en outre cet avantage d'amener le secteur culturel à s'intégrer à d'autres secteurs, parant ainsi à tout risque éventuel d'isolement des activités culturelles par rapport à l'évolution générale de la société;

(3) With a view to meeting the needs of the cultural dimension in the European Union, the Community has to take cultural aspects into account in its action under provisions of the Treaty other than Article 151, in particular in order to respect and to promote the diversity of its cultures; in this context, the Commission should encourage the dissemination of information about the opportunities for the cultural industries in the Structural Funds, in accordance with Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds(4), and undertake studies to that end.
(3) Afin de satisfaire les besoins de la dimension culturelle dans l'Union européenne, la Communauté tient compte des aspects dans son action au titre d'autres dispositions du traité que l'article 151, afin notamment de respecter et de promouvoir la diversité de ses cultures; dans ce contexte, la Commission devrait encourager la diffusion d'informations concernant les possibilités des industries de la culture dans les Fonds structuels, conformément au règlement (CE) n° 1260/1999 du Conseil du 21 juin 1999 portant dispositions générales sur les Fonds structurels(4), et effectuer des études à cette fin.

Issues such as these have a clear and intrinsic European dimension, and there is much to be gained by examining them from a global perspective, taking into account the historical dimension as well as the cultural heritage.
