Under the current financial perspectives (2007-2013), TEN-T projects are financed mostly through Member States' budgets (€ 196 bn), with support from EU instruments: the TEN-T Programme provides € 8 bn, while the European Regional Development Fund (ERDF) and the Cohesion Fund account for € 43 bn, or about 11 % of the entire cohesion policy budget.

The strategy and programme proposal bring together and extend the current EU Public Health Programme and the current Consumer Policy Programme.

Supports the Green Paper's "Structural option 3 for the shaping of TEN-T", i.e. a dual layer, consisting of a comprehensive network, based on the current TEN-T maps, and an intermodal "core network", still to be defined and with rail, sustainable waterways and ports and their connection with logistical centres as priorities;

Within the TEN-T programme, priority projects and preparatory studies for “Motorways of the Seas” can be supported through MARCO POLO II, regional and RD funds. Currently, projects for “Motorways of the Sea” cover the Baltic Sea, Western Europe, Western and Eastern Mediterranean, and the Black Sea.

Considers that the current Community guidelines for the development of trans-European networks (TENs) must be revised and supplemented once again in 2004 with a view to taking full account of the new Member States' priorities and removing bottlenecks; calls for the Member States to honour their commitments as regards the current TEN priority projects established at Essen in 1996 and subsequent alterations thereto;
