Mr. Daniel Turp (Beauharnois—Salaberry, BQ): Mr. Speaker, I am pleased to rise in the House today. I originally decided to seek a seat in this House to come face to face, in this democratic forum, with opponents of sovereignty, opponents I respect and will continue to respect because, in my view, the real opponents of sovereignty are to be found in this House. They are those who have a different plan for Quebecers, who claim too often they have fulfilled their promises regarding renewed federalism, and who have trouble convincing Quebecers they fulfilled their promises in this respect.

Daniel Turp (Beauharnois—Salaberry, BQ): Monsieur le Président, je me lève en cette Chambre aujourd'hui, une Chambre dans laquelle j'ai décidé de solliciter un mandat, pour y retrouver, dans ce cadre démocratique, des adversaires de la souveraineté, des adversaires que je respecte, que je continue de respecter, parce qu'à mon avis, les vrais adversaires de la souveraineté sont à la Chambre; ceux qui ont un autre projet à proposer aux Québécois, ceux qui prétendent trop souvent, à mon avis, avoir rempli leurs promesses à l'égard du renouvellement du fédéralisme, ceux qui ont de la difficulté à convaincre les Québécois qu'ils ont rempli leurs promesses à cet égard.

Mr. Daniel Turp: Do you concede that both YES voters and NO voters were uncertain about whether there could have been a renewed federalism? So the people who voted NO might have voted YES if they had seen that the kind of reforms proposed were not like those implemented in 1982, for example, when the Constitution was patriated unilaterally, or in 1995, when there was no real right of veto enshrined in the Constitution?
M. Daniel Turp: Et est-ce que vous admettez que c'est loin d'être certain non plus pour ceux qui ont voté non et à qui on disait qu'il y aurait une réforme du fédéralisme, que ces gens qui ont voté non auraient peut-être voté oui s'ils avaient constaté que la réforme du fédéralisme qu'on leur proposait n'est pas celle qui a eu lieu, par exemple en 1982, rapatrier la Constitution unilatéralement, après 1995 ne pas vraiment enchâsser le droit de veto dans la Constitution?
