3. Before the 1 of January 2014 the ECB may, by a decision addressed to the credit institution, financial holding company or mixed financial holding company and the national competent authority of the participating Member States concerned, start carrying out the tasks conferred on it by this Regulation, in particular in relation to the credit institutions which have received or requested direct or indirect European financial assistance from the EFSF or the ESM or any other facilities of public financial assistance and credit institutions which pose a systemic risk, as defined in EU law, individually or as part of a group of credit institutions, financial holding companies and mixed financial holding companies.
3. Avant le 1 janvier 2014, la BCE peut, par une décision adressée à un établissement de crédit, une compagnie financière holding ou une compagnie financière holding mixte ainsi qu'à l'autorité nationale compétente de l'État membre participant concerné, commencer à s'acquitter pour cette entité des missions que lui confie le présent règlement, notamment en ce qui concerne les établissements de crédit qui ont reçu ou sollicité une aide financière européenne directe ou indirecte du FESF ou du MSE ou de tout autre instrument d'aide financière publique ainsi que les établissements de crédit qui présentent un risque systémique, tel qu'il est défini dans le droit de l'Union, individuellement ou comme membre d'un groupe d'établissements de crédit, de compagnies financières holding ou de compagnies financières holding mixtes.

Welcomes the establishment of the Green Climate Fund (GCF) board and looks forward to a decision on the hosting of the GCF secretariat in Doha; notes that further decisions are required at the Doha Conference to bring the GCF into operation, as agreed in the Cancún Agreements, especially as regards its initial capitalisation, and stresses the need to mobilise financial support from the Parties in order to bring the GCF into operation; recognises that the Green Climate Fund is vital for the capacity of LDCs to mitigate and adapt to climate change, and that concrete financial commitments in this area are of the utmost importance;
31. se félicite de la mise en place du conseil d'administration du Fonds vert pour le climat et attend avec impatience une décision sur l'implantation du secrétariat dudit Fonds à Doha; relève que d'autres décisions doivent être prises lors de la Conférence de Doha afin de rendre opérationnel le Fonds vert pour le climat, comme décidé dans le cadre des accords de Cancún, notamment en ce qui concerne sa capitalisation initiale, et souligne la nécessité d'obtenir le soutien financier des Parties pour lancer le Fonds vert pour le climat; reconnaît que ce fonds est crucial pour permettre aux PMA d'atténuer le changement climatique et de s'y adapter, et que des engagements financiers concrets dans ce domaine revêtent la plus haute importance;
