The other issue is that the government cannot declare previous meetings, which were not specifically focussed on a piece of proposed legislation, as consultation, especially if the people in those meetings were not aware that part of the purpose and intent of those meetings was to develop legislation. I hardly call it consultation if the people in those meetings did not know the consultation was happening.

2. It is not complying with the Kyoto Protocol; it is violating the Geneva Convention by turning detained minors over to the Afghan authorities; it is violating the Universal Declaration of Human Rights by refusing to grant clemency to all Canadian citizens sentenced to death in another country; and today, on this Universal Children's Day, instead of celebrating, we unfortunately have to point out another failure by the government to meet its international obligations, and quite humbly, I must say that the previous government also failed to honour this international commitment.
