In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.
Dans sa communication du 28 novembre 2012 intitulée «Projet détaillé pour une Union économique et monétaire véritable et approfondie — Lancer un débat européen»[10], la Commission a proposé la création d'une union politique «légitime démocratiquement et responsable» en tant qu'élément indispensable de toute réforme de l'Union européenne. Comme le soulignait encore le rapport «Vers une véritable union économique et monétaire» élaboré par le président du Conseil européen en étroite collaboration avec les présidents de la Commission, de l'Eurogroupe et de la Banque centrale européenne[11], la légitimité démocratique et l'obligation de rendre des comptes sont essentielles pour l'établissement d'une véritable Union économique et monétaire.

D. whereas the situation in Tunisia looks as it is moving forward and the preparation of the elections for a Constituent Assembly goes in the right direction, notably with the setting-up of an independent Electoral Commission while as regards Egypt the democratic transition encounters obstacles with some worrying developments such as the predominance of military tribunals on ordinary justice and arbitrary arrests; whereas in spite of the lifting of the state of emergency and planned constitutional reform in Algeria, steps must be taken by the authorities towards a genuine political and inclusive dialogue in order to adopt substantial democratic changes; whereas the constitutional reform in Morocco is to be welcomed as a positive first step to be followed up by deep democratic reforms,
D. considérant que la situation en Tunisie semble évoluer et que la préparation des élections à l'assemblée constituante est un pas dans la bonne direction, notamment avec la création d'une commission électorale indépendante, alors qu'en Égypte, la transition démocratique marque le pas et connaît une évolution préoccupante avec notamment la prédominance des tribunaux militaires sur la justice ordinaire et des arrestations arbitraires; considérant qu'en dépit de la levée de l'état d'urgence et de projets de réforme constitutionnelle en Algérie, les autorités doivent encore instaurer un véritable dialogue politique ouvert à tous en vue de l'adoption de changements démocratiques substantiels; considérant qu'il convient de se féliciter de la réforme constitutionnelle au Maroc, considérée comme une première avancée positive sur la voie de réformes démocratiques en profondeur,

Deplores that Syrian authorities have failed to respond to the calls to immediately stop the violence, to fulfil their commitments and to engage in meaningful reforms; calls for the resignation of Syrian President Bashar al-Assad and considers that this act would pave the way and facilitate the transition process which should be based on a credible and inclusive dialogue involving all democratic forces and civil society actors with the view of launching deep democratic reforms, including the lifting of the Emergency Law, the end of the monopoly of the Bath party over the Syrian society and the organisation of free and fair elections;

Emphasizes that a transition process towards democratic governance, respect for human rights and the rule of law should be based on a credible and inclusive dialogue involving all democratic forces and civil society actors with the view of launching deep democratic reforms, including the lifting of the Emergency Law, the end of the monopoly of the Bath party over the Syrian society and the possibility to organise free and fair elections;

CONCLUSIONS DU CONSEIL SUR LA LOI HELMS-BURTON Le Conseil, tout en réaffirmant son souci de promouvoir l'adoption de réformes démocratiques à Cuba, a rappelé la profonde inquiétude exprimée par le Conseil européen au sujet des effets extraterritoriaux du "Cuban Liberty and Democratic Solidarity (Libertad) Act" adopté par les Etats-Unis et des dispositions législatives analogues concernant l'Iran et la Libye qui sont en cours d'examen.
