whereas, although the economic relationships between the EU and the US are among the most open in the world, and although transatlantic markets are deeply integrated through large flows of trade and investment (with a bilateral trade volume of EUR 702,6 billion, and a bilateral investment stock valued at EUR 2,394 trillion, in 2011), there is a general consensus that the potential of the transatlantic relationship is far from being fully exploited, whereas the EU and US share common values, similar legal systems and high standards of labour and environmental protection, and should exploit these synergies to secure the growth and jobs both partners need, and whereas a study carried out in 2009 for the Commission identified the most important non-tariff measures that affect trade between the EU and the US, and estimated their economic impact, suggesting that the removal of half of such existing measures and regulatory divergences would translate into an increase in GDP of EUR 163 billion until 2018 on both sides of the North Atlantic;

Deeply regrets that the commission is sending a message of rejection to the refugees by substantially increasing appropriations for the External Border Fund and the European Return Fund; reiterates that the EU must reinforce the support and adopt a welcoming stance towards the mobility of the people on the south of the Mediterranean, especially in light of the popular uprising, the hope of revolution and modernity in the Arab world , namely through a substantial increase of the support for the Refugee Integration Fund and for the Cooperation and Development Fund;

Is deeply concerned at the continued postponement sine die of the second Summit of Heads and State and Government of the UfM and of UfM ministerial meetings, which is sending out a negative message to the region's peoples and institutions; considers that the resignation of its Secretary-General highlights the need to clarify the nature of the UfM's procedures and institutions; points out that political tensions and regional conflicts in the Mediterranean region should not hamper concrete progress towards sectoral and multilateral cooperation, and that it is by carrying out major integration projects and through open political dialogue that the UfM can contribute to the development of a climate of trust conducive to the achievement of the common objectives of justice and security, in a spirit of solidarity and peace;

Mr. John Bryden (Ancaster—Dundas—Flamborough—Aldershot, Lib.): Madam Speaker, I sat through this debate for most of the afternoon and you will forgive me if I sound a little cross every now and then because one of the things that bothers me deeply is the kind of debate we have in the House when the opposition, in their zeal to score points against the government, which is right and proper, but in their zeal it attacks parliament and the integrity of members of parliament rather than attacking the government and this is the case in point.
