Because of large financial and construction delay claims by the contractor, the Project was at that time in a near standstill, with an unknown completion date and consequential inability to plan the procurement and installation of equipment and effectively the operation of the Hospital. As a result, there was a public outcry by the citizens, the Government, the National Parliament and the media as, in addition to the escalating costs, there were no more margins for effectively serving the citizens at the old Hospital.
