The member for Macleod is absolutely right when he says that a big part of the spending on health care has now been shifted onto the shoulders of families who are sick.

I find it inconceivable that a democratic system would have a regulation that was not published within the ordinary meaning of the word, that is to say, communicated to all those who might be affected by it.
