The own-initiative report has a two-fold aim: first, it analyses how the indicative framework of the Community Strategic Guidelines 2007-2013, and in particular the Guideline 1.2 on Improving Knowledge and Innovation for Growth, was followed by the Member States and Regions in their National Strategic Reference Frameworks (NSRF's) and Operational Programs.

I have therefore decided to base this report on three main documents: firstly, the communication from the Commission; secondly, the 27 country fiches provided by the Commission and, thirdly, the Council decision of 2006 on Community strategic guidelines on cohesion, which represents an indicative framework for the Member States for the preparation of the national strategic reference frameworks and the operational programmes for the period 2007-2013.

(EN) The official draft of the National Strategic Reference Framework (NSRF) for Bulgaria was transmitted to the Commission on 16 January 2007, which was well within the deadline of five months following the adoption of the Community Strategic Guidelines on Europan Cohesion Policy 2007-2013 on 6 October 2006.

The Community strategic guidelines on economic, social and territorial cohesion (hereinafter ‘the strategic guidelines’) as set out in the Annex are hereby adopted as an indicative framework for the Member States for the preparation of the national strategic reference frameworks and operational programmes for the period 2007 to 2013.

The Member State shall present a national strategic reference framework which ensures that assistance from the Funds is consistent with the Community strategic guidelines on cohesion, and which identifies the link between Community priorities, on the one hand, and its national reform programme, on the other.
