Article 7c(1) of the same act states, in turn, that the motion for expression of consent for bringing a deputy or a senator to criminal accountability shall be submitted to the Speaker of the Sejm or to the Speaker of the Senate, who shall forward the motion to the body competent for its examination pursuant to the rules of procedure of the Sejm or the Senate and at the same time inform the deputy or senator concerned of the content of the motion.

Furthermore, the reports by the deputy and senator who acted as rapporteurs on the draft law before the National Assembly and the Senate respectively had stressed the positive effect of restructuring EDF's balance sheet on the debt-equity ratios: the first report had judged the equity (FRF 24,2 billion) to be insufficient in relation to the loan debts (FRF 131,9 billion) and the net assets (FRF 696,4 million); the strengthening of own funds had given EDF a balance-sheet structure that better reflected its economic reality, while enabling more relevant comparisons with its European competitors; the second report, moreover, had stressed the positive effect for EDF of greater credibility among the financial community and with its potential partners.
Les rapports du député et du sénateur rapporteurs sur le projet de loi devant l'Assemblée nationale et le Sénat respectivement insistent par ailleurs sur l'effet positif de la restructuration du bilan d'EDF sur les ratios de dette par rapport aux capitaux propres: le premier rapport jugeait ceux-ci (FRF 24,2 milliards) insuffisants par rapport aux dettes d'emprunt (FRF 131,9 milliards) et à l'actif net (FRF 696,4 millions); le renforcement des capitaux propres rendrait à EDF une structure de bilan plus conforme à sa réalité patrimoniale, tout en permettant des comparaisons plus pertinentes avec les concurrents européens; le deuxième rapport insistait en plus sur l'effet positif pour EDF d'une crédibilité accrue auprès de la communauté financière et auprès de ses partenaires potentiels.

A motion for expression of consent for bringing a deputy or senator to penal accountability shall be submitted to the Speaker of the Sejm or Speaker of the Senate, who shall forward this motion to the body competent for examining the motion pursuant to the rules of procedure of the Sejm or Senate, at the same time notifying the deputy or senator that the motion concerns, of the contents of this motion.
