The Commission has therefore accelerated its implementation via, for example, the adoption of the SES Performance Scheme and the associated EU-wide performance targets, the adoption of implementing rules for network management functions, the designation of the network manager, the adoption of implementing rules and guidance material for the functional airspace blocks, the nomination of the former MEP, Mr Georg Jarzembowski, as the functional airspace blocks coordinator and the expected finalisation by April 2011 of the extension of the EASA’s competence for safety regulation in the field of air traffic management.
C’est pourquoi la Commission a accéléré la réalisation de ce dernier, notamment par l’adoption d’un système de performance et des objectifs de performance de l’UE qui s’y rapportent, par l’adoption de modalités d’exécution pour les fonctions liées à la gestion du réseau, par la désignation du gestionnaire de réseau, par l’adoption des modalités d’exécution et du matériel de guidance pour les blocs d’espace aérien fonctionnels, par la nomination de l’ex-député européen, M. Georg Jarzembowski, au poste de coordinateur des blocs d’espace aérien fonctionnels et par l’accroissement souhaité des compétences de l’AESA en matière de réglementation de la sécurité dans le domaine de la gestion du trafic aérien prévu pour avril 2011.

– (FR) The draft directive on market access to port services, which was the subject of the Jarzembowski report, was designed to provide a transparent legal framework governing commercial services provided to users of seaports in exchange for payment and to open these services to competition.
- Le projet de directive concernant l’accès au marché des services portuaires, qui faisait l’objet du rapport Jarzembowski, tendait à offrir un cadre juridique transparent aux services commerciaux fournis à titre onéreux aux utilisateurs de ports maritimes, et à les ouvrir à la concurrence.

On the other hand, it is wholly unacceptable and, what is more, contradicts Parliament’s first reading, for us to take advantage of this second reading – as the Jarzembowski report suggests – to announce measures to open up all networks to competition and others designed for the widespread privatisation of such networks at national and local level, as that stems from a dogma, an untested belief in the superiority of a market model that has clearly demonstrated its limitations in the United Kingdom.
Il est par contre inacceptable, et par ailleurs contradictoire avec la première lecture du Parlement, que l'on profite de cette seconde lecture, comme nous le propose le rapport Jarzembowski, pour décréter la mise en concurrence et la privatisation généralisée de tous les réseaux, y compris locaux et nationaux, car cela procède d'un dogme, d'une croyance non vérifiée en la supériorité d'un modèle de marché qui montre clairement ses limites au Royaume-Uni.
