Condemns the destabilising terrorist attacks by Daesh against the people of Libya, including minorities, as well as the oil infrastructures in al-Sidra and Ras Lanuf, and any attempt to disrupt the process of stabilisation in the country; calls for an international coalition to address the growing presence of Daesh in Libya, which is destabilising the country and threatening not only the neighbouring Sahel and Saharan countries, but also the EU;

Commends Montenegro’s proactive participation and constructive role in regional and international cooperation, and in the process of regional reconciliation; congratulates the government on having achieved full alignment with the EU’s Common Foreign and Security Policy and encourages the authorities to continue to align the country’s foreign policy position with that of the EU, particularly given the current situation of the international terrorist threat; congratulates the government on being the only EU candidate in the Western Balkans, together with Albania, to fully align with the EU’s positions and decisions on the situation in Ukraine; calls on the Montenegrin authorities to step up cooperation with international political and economic partners in order to strengthen the country’s resilience against external pressures and attempts to destabilise the country and the region; welcomes the country’s participation in EU, NATO and UN civilian and military missions;

In such cases, costs eligible for financing shall not have been incurred prior to the date of submission of the grant application, except in duly justified exceptional cases as provided for in the basic act or in the event of extreme urgency for crisis management aid, civil protection operations and humanitarian aid operations, or in situations of imminent or immediate danger threatening to escalate into armed conflict or to destabilise a country, whereby an early engagement by the Union would be of major importance in promoting conflict prevention.

Urges the European Council and the Commission to ensure that the visa liberalisation offer made to Eastern Partnership countries is, in terms of its timetable and content, at least as generous as those proposed to other countries with which they share a border, so as to avoid creating incentives to grant foreign passports to citizens of Eastern Partnership countries, which – as in the case of Georgia, Ukraine and Moldova – may have the effect of destabilising those countries, and may thus be contrary to the security and interests of the EU itself;

Community technical and financial assistance in pursuit of the specific aims set out in point (a) of Article 1(2) may be undertaken in response to a situation of urgency, crisis or emerging crisis, a situation posing a threat to democracy, law and order, the protection of human rights and fundamental freedoms, or the security and safety of individuals, or a situation threatening to escalate into armed conflict or severely to destabilise the third country or countries concerned.

The Rapid Reaction Mechanism may be triggered when in the beneficiary countries concerned there occur situations of crisis or emerging crisis, situations posing a threat to law and order, the security and safety of individuals, situations threatening to escalate into armed conflict or to destabilise the country and where such situations are likely to jeopardise the beneficial effects of assistance and cooperation policies and programmes, their effectiveness and/or conditions for their proper implementation.
