2. The content of the Report has been drawn from a number of sources, notably: the independent evaluation undertaken by ECOTEC Research and Consulting Limited, who were appointed after an open Call for Tender [3] and whose report was submitted to the European Commission in September 2002 [4]; national evaluation reports (where available) and the evaluation report produced by the Council of Europe; policy documents produced by national and regional authorities and by NGOs published during, or as a result of, the Year; the final report submitted by EurOM, who were appointed to supply communications and production services after an open invitation to tender [5] and the final reports of co-financed projects.

The final closure of the programme should therefore be based only on the documents relating to the final accounting year and the final implementation report or the last annual implementation report, without any need to provide any additional documents.
La clôture définitive du programme devrait donc uniquement se fonder sur les documents relatifs au dernier exercice comptable et sur le rapport final de mise en œuvre, ou sur le dernier rapport annuel de mise en œuvre, sans qu'il soit nécessaire de fournir d'autres documents.

It is envisaged that funding will be used to contract a project management consultant who will be responsible for assisting the Preparatory Commission in the implementation of this Decision; for the reporting obligations during the entire implementation period, including the final narrative report and the final financial report; for maintaining an archive of all documents related to this Decision, especially in view of possible verification missions; for ensuring the Union visibility in all its aspects; for ensuring that all activities involving finance, legal and procurement are in compliance with the Financial and Administrative Framework Agreement (FAFA) and for ensuring that all information, including budgetary information, is complete, accurate and provided in a timely manner.

Of 40 assistance packages still to be closed, 8 files are already closed and another 32 are still under examination: in 15 cases, the three essential documents (final report, payment request and declaration under Article 8 of Regulation (EC) No 2064/1997) have been sent in, but in two cases a suspension has been called for in order to obtain additional information; in the 17 remaining cases, no documents have been sent in except, in some cases, the final implementation report.
