We reported to the House just yesterday that Bloc Québécois members of Parliament had been given campaign donations and then acted within five months in support of those same companies.

The main priority is indeed to increase the number of organ donations in Europe and, therefore, of course, at the same time, to make European men and women more aware of donation, as the disparities speak for themselves, they are quite blatant: there are 34 deceased donors per million inhabitants in Spain, 27 in my country, Belgium, and just one single donor in Romania. Therefore, we also have to educate people about this issue of donation; enable potential donors to access information; break down administrative barriers, which is essential; establish throughout the 27 Member States a national authority in charge of controlling the quality and safety of organs, from extraction from the donor to transplantation; and then also inspire – as has been said – better examples of organisation, such as exist, once again, in Spain, where progress is linked to a kind of early warning system, a constant warning throughout the chain, from the death of the donor to transplantation.
Réduire la pénurie d’organes sur le territoire européen est bien la priorité des priorités et donc, évidemment, parallèlement, sensibiliser les Européens et les Européennes au don, car les disparités sont parlantes, elles sont même criantes – 34 donneurs morts par million d’habitants en Espagne, 27 dans mon pays, la Belgique, et un donneur seulement en Roumanie –, éduquer donc à cette question du don, permettre aux donneurs potentiels d’accéder à l’information, faire tomber aussi les barrières administratives – c’est essentiel – établir dans les vingt-sept États membres une autorité nationale en charge du contrôle de la qualité et de la sécurité des organes, du prélèvement sur le donneur à la greffe, et puis s’inspirer aussi – cela a été dit – des meilleurs exemples d’organisation, l’Espagne encore, pour ne pas la citer, où les progrès sont liés à une sorte d’alerte précoce, d’alerte permanente sur toute la chaîne, du décès du donneur jusqu’à la transplantation.

It is a contradiction that we have allowed to evolve, because if that loan is not paid back within the 18 months, it is deemed to be a donation, and then we will have allowed a business to make a donation, which it is not allowed to at all, and a donation in the amount of a quarter of a million dollars, which is clearly in excess of anything contemplated when we set the donation limits for individuals at $1,100 per year.
