Notes that in May 2011, Cyprus lost access to international markets due to the significant deterioration in public finances as well as the heavy exposure of the Cypriot banking sector to the Greek economy and the restructuring of public debt in Greece, which led to sizeable losses in Cyprus; recalls that years before the beginning of the EU-IMF assistance programme in 2013, serious concerns regarding systemic instability in the Cypriot economy had been raised, owing inter alia to its overleveraged and risk-seeking banking sector and its exposure to highly indebted local property companies, the Greek debt crisis, the downgrading of Cypriot government bonds by international rating agencies, the inability to refund public expenditure from the international markets, and the reluctance of the Cypriot public authorities to restructure the troubled financial sector, opting instead to rely on a massive injection of capital by Russia; recalls also that the situation has been made more complex by the over-reliance on savings coming from Russian citizens and by the recourse to a loan from the Russian authorities; further notes that in 2007, the Cypriot public debt-to-GDP ratio stood at 58,8 %, rising to 86,6 % in 2012, while in 2007 there was a general government surplus of 3,5 % of GDP which nonetheless became a deficit of -6,4 % by 2012;
15. constate que Chypre a perdu en mai 2011 l'accès aux marchés internationaux en raison d'une sensible détérioration de ses finances publiques ainsi que de la forte exposition du secteur bancaire chypriote à l'économie grecque et de la restructuration de la dette publique de la Grèce, qui a valu à Chypre de lourdes pertes; rappelle que, des années avant le programme d'assistance de l'Union et du FMI lancé en 2013, de vives préoccupations avaient été exprimées au sujet de l'instabilité systémique de l'économie chypriote, pour des raisons telles qu'un secteur bancaire surendetté, caractérisé par le goût du risque et l'exposition à des entreprises immobilières locales fortement endettées, la crise de la dette en Grèce, l'abaissement de la note de la dette chypriote par les agences de notation, l'incapacité de refinancer les dépenses publiques sur les marchés internationaux et la réticence des pouvoirs publics chypriotes à restructurer le secteur financier en difficulté, choisissant au contraire de miser sur une injection massive de capitaux par la Russie; rappelle également que la situation a été rendue plus complexe par une dépendance excessive à l'égard de l'épargne des citoyens russes et le recours à un prêt des autorités russes; observe aussi que le ratio dette publique/PIB de Chypre est passé de 58,8 % en 2007 à 86,6 % en 2012, tandis que les administrations publiques affichaient un excédent de 3,5 % du PIB en 2007, mais un déficit de 6,4 % en 2012;

Just yesterday, Moody’s tried yet again to generate a negative climate for the Greek economy and the euro with a blatant speculative intervention, by downgrading the state of the Greek economy by 4 points for no good reason.
Pas plus tard qu’hier, Moody a de nouveau tenté de générer un climat négatif autour de l’économie grecque et de l’euro au travers d’une intervention spéculative flagrante, en dégradant de 4 points la note de l’économie grecque, sans aucune raison valable.

Does it make sense, at a time when the President of the European Central Bank, the head of the Deutsche Bank and the representative of the European Commission are congratulating the Greek Government on the implementation of the memorandum, thus helping the euro to recover against the dollar and the European money markets to recover, for Moody’s to downgrade Greece even further by making exactly the opposite assessment?
Au moment où le président de la Banque centrale européenne, le président de la Deutsche Bank et le représentant de la Commission européenne félicitent le gouvernement grec de la mise en œuvre du protocole d’accord contribuant à ce que l’euro se redresse par rapport au dollar et à ce que les marchés monétaires européens reprennent, est-il compréhensible que Moody’s continue de baisser la note de la Grèce, faisant ainsi exactement l’évaluation opposée?

There is the liquidity that has been produced by the Greek public sector which, unfortunately, is not moving towards the real economy; but what I should like to point out to you is that every time that Greece announces certain measures, certain forms of borrowing, these famous credit rating agencies come along and downgrade the credit rating of Greece and the Greek banks.
Les liquidités produites par le secteur public grec n’atteignent malheureusement pas l’économie réelle. Toutefois, ce que je tiens à vous faire remarquer, c’est qu’à chaque fois que la Grèce annonce certaines mesures, certaines formes d’emprunt, ces fameuses agences de notation passent par là et abaissent la note de solvabilité de la Grèce et des banques grecques.
