The people and the government of Egypt are dealing with huge challenges, drafting a new constitution, holding parliamentary elections and working to deepen the democratic transition.

– (FR) Mr President, the demand for an adjournment of this debate and vote on the draft association agreement with Egypt is completely unrealistic, not to say bizarre. It shows a complete lack of understanding of the agreement and of Egypt, a great country and a friend of Europe.
- Monsieur le Président, cette demande d'ajournement du débat et du vote sur le projet d'accord d'association avec l'Égypte est totalement irréaliste, pour ne pas dire surréaliste, et démontre une méconnaissance absolue de l'accord et de ce grand pays ami qu'est l'Égypte.

The draft agreement is based on respect for democratic principles and fundamental human rights. The main objectives of the agreement are as follows. Firstly, the establishment of an area of free trade between Egypt and the European Union. This will entail the abolition of customs tariffs on industrial products within a period of 12 to 15 years after the agreement enters into force. Secondly, regional cooperation, including the creation of a Euro-Mediterranean area of free trade. Thirdly, it establishes the basis for economic and financial cooperation in many areas, including the fight against terrorism. Lastly, an in-depth dialogue on social issues and cooperation as regards the prevention and control of illegal immigration.
Fondé sur le respect des principes démocratiques et des droits fondamentaux de l'homme, le projet d'accord se concentre en particulier sur les grands aspects suivants : établissement d'une zone de libre-échange entre la Communauté européenne et l'Égypte, conduisant à la suppression des droits sur les produits industriels dans un délai de douze à quinze ans après l'entrée en vigueur de l'accord ; coopération régionale, y compris par la création d'une zone de libre échange dans la région euroméditerranéenne ; coopération économique et financière dans un grand nombre de domaines, y compris la lutte contre le terrorisme ; dialogue approfondi en matière sociale et coopération en matière de prévention et de contrôle de l'immigration illégale.

At the end of the debate the President of the Council welcomed the positions taken by Ministers as a valid contribution, in order to help the Presidency accomplish the task it was given by the Florence European Council to present a general outline for a draft revision of the Treaties at Dublin II. OTHER DECISIONS (Adopted without discussion.) Relations with Egypt The Council adopted two decisions on the conclusion of Agreements in the form of an exchange of letters between the European Community and the Arab Republic of Egypt on imports into the Community of oranges and rice originating and coming from Egypt, taking into account the results of the Uruguay Round concerning the modifications of the import regimes for oranges and rice, as well as the implementing regulation for the latter.

The intensive two-day discussions focused around key elements outlined in a draft agreement establishing an association between the E.U. and Egypt : Free circulation of industrial goods; rules of origin; agriculture; economic cooperation; competition; etc .The discussions were constructive and progress was made to achieve a common understanding related to a large part of the areas covered by the discussions.
