The proposed section 56.1(2) then sets out the main provision of the bill. Specifically, it introduces the principle of proportional representation with each Member State having a choice about the type of preferential list it wishes, the incompatibility of the status of a Member of a national parliament with that of a Member of the European Parliament, with exceptions for the United Kingdom and Ireland until the 2009 elections, the power of each Member State to set the ceiling for the electoral expenses of candidates and the power of each Member State to create territorial constituencies which do not affect in a general sense the proportional nature of the elections.

May I also say that it would be very worthwhile during a period – and I am thinking about the year 2002 – in which six or seven, or maybe more if I am not mistaken, of the countries of the Union will be holding general elections, and therefore we shall have to pay great attention to the quality of the European debate, because we are well aware that, whether national politicians like it or not, the European dimension is bound to form part of the debates in each of our countries.
