(Return tabled) Question No. 308 Mr. Guy Caron: With regard to the Guaranteed Income Supplement (GIS) Program: (a) since 2003, in Canada and for each province, (i) how many overpayment recovery decisions were made by Service Canada, (ii) how many of these decisions were made concerning a problem with a beneficiary’s marital status; (b) under which policy, government directive, legislation or regulation is the Canada Revenue Agency (CRA) authorized to share personal information with Service Canada about the marital status of taxpayers regarding their GIS file, and where can it be accessed; (c) since 2002, in Canada and in each province, how many individuals, annually, receive GIS benefits; (d) since 2002, in Canada and in each province, how many individuals, annually, qualify for GIS benefits but do not receive them, regardless of the reason; (e) why, between July 2003 and 2011, did Service Canada not have access to the marital status of GIS beneficiaries despite the information sharing protocol it has with the CRA; (f) why did Service Canada (or the department at the time) set aside certain notices of debt regarding overpayment recovery decisions involving GIS beneficiaries between June 1995 and July 2003; and (g) between 2003 and 2013, were there any cases where Service Canada reviewed GIS benefit files to determine whether the government owed amounts to individuals for whom the change in marital status was to their advantage financially, and if so, how many cases per year?

(Return tabled) Question No. 865 Ms. Kirsty Duncan: With respect to cuts in government funding to newcomer settlement organizations: (a) how does this policy reflect Canada’s commitment to cultural diversity; (b) what, if any, needs assessments of newcomers to Canada have been undertaken over the last five years, if none were undertaken, why not, and of those undertaken, (i) when were they undertaken, (ii) by whom, (iii) what were the results, (iv) what were the chief recommendations; (c) what was the detailed process undertaken to examine funding of newcomer settlement programs, which led to the government's cuts; (d) over the past five years, how much money did the government promise to invest in newcomer settlement services, by province and territory, and what amount was actually invested in newcomer settlement services, by province and territory; (e) how was the decision to cut $53 million from newcomer settlement organizations made, (i) what were all the procedural steps in the decision-making process, (ii) what stakeholders were consulted, (iii) which departments were involved in the decision-making process, (iv) what formulas were used, (v) how was it determined that 85 percent of the cuts were necessary in Ontario; (f) what percentage of the Ontario cuts to newcomer settlement organizations were made in the Greater Toronto Area (GTA); (g) how many newcomers arrived in Canada in each of the last five years, (i) how many newcomers arrived in each of the provinces and territories, (ii) how many people settled in each of the provinces, (iii) how many people settled in each of Canada’s ten largest cities; (h) what information does the government have regarding the movement of newcomers from one province to another or from one city to another in the newcomers' first three years after arrival in Canada; (i) from which countries did the newcomers arrive in each of the last five years and, for each country identified, (i) what are the official languages spoke ...

Several strong proponents of an elected Senate, such as Alberta’s Hon. Gary Mar, were sceptical about the likelihood of obtaining consensus about a group representation formula in the context of negotiations about an electoral process (3:75) Richard Simeon, Richard Simeon, William Lyon Mackenzie King Visiting Professor of Canadian Studies, Weatherhead Centre for International Affairs, Harvard University, argued that the representation of minorities that he termed “.the electorally disadvantaged” has emerged as a legitimate purpose for the Senate, and warrants strengthening. This could be achieved, easily and in the short term, through a reformed appointment process, perhaps involving a Senate nominating council in each province, made up of members of the House of Commons representing that province as well as members of the provincial legislature (4:61)

Günter Verheugen, Vice-President of the Commission (DE) You will be aware that I have no leading role, and that I in no way wish to trespass on my fellow-Commissioners’ provinces, just as they do not interfere in matters within my remit, and so I will say, by way of reply, and with all due caution, that reference is made, in all the Commission documents on the subject of the need for reforms in Europe, to the fact that – in some sectors and in some Member States, at any rate – labour markets are too rigid, too lacking in flexibility, and that more flexibility in the labour markets – albeit always described very precisely in each instance – would indeed bear fruit in the shape of greater entrepreneurial initiative, more willingness to take risks, and, ultimately, to more jobs.

Je répondrai simplement, avec la prudence qui s’impose, que tous les documents de la Commission traitant de la nécessité de réformes en Europe indiquent que dans certains secteurs et dans certains États membres les marchés de l’emploi sont trop rigides et manquent de flexibilité et qu’une plus grande flexibilité des marchés du travail, toujours décrits avec beaucoup de précision, encouragerait l’initiative et la prise de risque des entrepreneurs, ce qui déboucherait en fin de processus sur la création de plus d’emplois.
