The Commision has sent a letter of amendment whose aim is: - to raise the estimates of traditional own resources for 1988 and 1989 (+ 1 050 mio ECU) - to revise EAGGF Guarantee requirements downwards for 1989 on the basis of the latest economic figures (- 1 373 mio ECU); - to apply the principle of budget annuality and the new rules allowing appropriations to be carried over from one year to the next only in exceptional cases (appropriations of around 1 300 mio ECU will lapse - 1 000 mio ECU in the EAGGF Guarantee section and 300 mio ECU in payment appropriations for other policies); - to reduce accordingly the amount to be called in under the additional resource to finance the 1989 budget (almost 4 000 mio ECU).

This report sets out the stage reached on five proposals - four Regulations and a draft Convention - the aim of which is to improve Community anti-fraud legislation; these proposals were submitted by the Commission as part of its work programme for 1994 and concern: - the protection of the Communities' financial interests; - a draft Convention for the protection of the Communities' financial interests covering the area of criminal sanctions; a progress report on the subject from the JHA Council is to be submitted to the European Council; - measures to be taken in dealing with certain beneficiaries of operations financed by the Guarantee Section of the EAGGF; - the amendment of Council Regulation No 4045/89 on scrutiny by Member States of transactions forming part of the system of financing by the EAGGF, Guarantee Section; - mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters, and the repeal of Regulation No 1468/81; the Council recorded policy agreement on this draft without debate.
