2. Community trade, imports, landings, placing in cages for fattening or farming, processing, exports, re-exports and the transhipment of eastern Atlantic and Mediterranean bluefin tuna caught by fishing vessels whose flag State does not have a quota, catch limit or allocation of fishing effort for eastern Atlantic and Mediterranean bluefin tuna, under the terms of ICCAT management and conservation measures, or when the flag State’s fishing opportunities are exhausted, or whose individual quotas are exhausted, shall be prohibited.
2. At its 16th Special Meeting in November 2008, the International Commission for the Conservation of Atlantic Tunas (ICCAT) adopted Recommendation 08-05 to establish a new recovery plan for bluefin tuna in the eastern Atlantic and Mediterranean ending in 2022 and replacing the recovery plan adopted in 2006.
Lors de sa 16e réunion spéciale de novembre 2008, la Commission internationale pour la conservation des thonidés de l'Atlantique (CICTA) a adopté la recommandation 08-05 visant à l'établissement d'un nouveau plan de reconstitution pour le thon rouge de l'Atlantique Est et de la Méditerranée, venant à expiration en 2022 et remplaçant le plan de reconstitution adopté en 2006.

(2) At its 16th Special Meeting in 2008, the International Commission for the Conservation of Atlantic Tunas (‘ICCAT’), established by the Convention, adopted Recommendation 08-05 to establish a new recovery plan for Bluefin tuna in the eastern Atlantic and in the Mediterranean, replacing the previous recovery plan adopted in 2006.
(2) Lors de sa 16 réunion extraordinaire de 2008, la Commission internationale pour la conservation des thonidés de l'Atlantique (CICTA), instituée par la convention, a adopté la recommandation 08-05 visant à l'établissement d'un nouveau programme de rétablissement pour le thon rouge de l'Atlantique Est et de la Méditerranée, remplaçant le plan de reconstitution des stocks précédent adopté en 2006.

(5) At its 23rd Regular Meeting in November 2013, ICCAT adopted Recommendation 13-08 complementing Recommendation 12-03, in order to allow modifications to the fishing seasons for baitboats and trolling boats in the eastern Atlantic that do not affect the protection of the Bluefin tuna spawning grounds in the Mediterranean.
(5) Lors de sa 23 e réunion ordinaire de novembre 2013, la CICTA a adopté la recommandation 13-08 complétant la recommandation 12-03, afin d'autoriser des modifications des campagnes de pêche pour les canneurs à appât et les ligneurs à lignes de traîne dans l'Atlantique Est, qui n'ont pas d'incidence sur la protection des zones de frai du thon rouge en Méditerranée.

(6) In order to implement into Union law ICCAT Recommendation 12-03 so as to ensure the effective conservation of the Bluefin tuna stock, to provide legal certainty as to the fishing seasons concerned and, lastly, to allow Member States to properly define their fishing, capacity and inspection plans and other reporting obligations, and in order to implement into Union law ICCAT Recommendation 13-08 with regard to the use of stereoscopic camera systems in the context of caging operations and the possible setting of a different starting date for the fishing seasons for baitboats and trolling boats in the eastern Atlantic, it is necessary to modify the relevant provisions of Regulation (EC) No 302/2009 as soon as possible ,

– (ES) Mr President, the proposal for a Council regulation concerning a multi-annual recovery plan for bluefin tuna in the Eastern Atlantic and Mediterranean puts into practice the binding decision adopted by consensus by the International Commission for the Conservation of Atlantic Tunas (ICCAT) at its annual meeting held in November 2008.
− (ES) Monsieur le Président, la proposition de règlement du Conseil relative à un plan pluriannuel de reconstitution des stocks de thon rouge dans l’Atlantique Est et la Méditerranée est l’application de la décision contraignante adoptée par consensus par la Convention internationale pour la conservation des thonidés de l’Atlantique (CICTA) lors de sa réunion annuelle, qui a eu lieu en novembre 2008.
