This is particularly true for the countries of Central and Eastern Europe which have applied to join the European Union and in relation to which SOCRATES has played a pioneering role when it comes to integrating the education players from the point of view of European citizenship.

The proposal for the capacity calculation methodology within regions pursuant to this paragraph in capacity calculation regions based on the ‘North-West Europe’ (‘NWE’) and ‘Central Eastern Europe’ (‘CEE’) as defined in points (b), and (d) of point 3.2 of Annex I to Regulation (EC) No 714/2009 as well as in regions referred to in paragraph 3 and 4, shall be complemented with a common framework for coordination and compatibility of flow-based methodologies across regions to be developed in accordance with paragraph 5.

Emphasises that, within the newly enlarged Schengen area, the transport infrastructure between Western and Eastern Europe is of immense significance given the economic growth potential - especially in the new Member States - linked to it; calls on the Commission and the Member States to develop and promote transnational road and rail links between Eastern and Western Europe, supporting in particular cross-border transport infrastructure through a specific action programme implemented in cooperation with local, regional and national authorities; also, points out that better interconnection of TEN-T and third country transport networks would improve the position of border areas in particular and bring added value to interregional cooperation and the EU as a whole;

Suggests that after carefully studying the effects of the financial crisis on the real economy, the EIB should be invited to enhance its support to the new Member States; furthermore points to the importance of involving the private sector in re-stabilising those economies; welcomes the enhanced EBRD activities in the new Member States and the recent Joint International Financial Institution Action Plan in support of Banking Systems and Lending to the Real Economy in Central and Eastern Europe, by the EBRD, EIB, the European Investment Fund and the World Bank Group to support the banking system and the real economy in Central and Eastern Europe; recommends, however, that a review of the definition of the 'transition countries' and an evaluation of the withdrawal of EBRD activities within the European Union be undertaken in due time;
43. suggère que, après un examen approfondi des effets de la crise financière sur l'économie réelle, la BEI devrait être invitée à renforcer le soutien qu'elle apporte aux nouveaux États membres; souligne en outre l'importance de faire participer le secteur privé au retour de la stabilité dans ces économies; se félicite de l'augmentation des activités de la BERD dans les nouveaux États membres et du récent plan d'action commun pour les institutions financières internationales, visant à soutenir les systèmes bancaires et l'octroi de prêts à l'économie réelle en Europe centrale et orientale, convenu par la BERD, la BEI, le Fonds européen d'investissement et le groupe de la Banque mondiale; recommande toutefois qu'une révision de la définition des "pays en transition" et une évaluation du retrait des activités de la BERD au sein de l'Union soient réalisées en temps utile;

Whereas experience gained in the management of the Phare programme of aid to central and eastern Europe points to the need to adapt and further diversify forms of assistance according to national needs and priorities for reform of the higher education systems concerned and of the structure of higher education establishments and to adopt where possible a multiannual approach to the programming of aid;
considérant que l'expérience acquise par la gestion du programme Phare d'aide à l'Europe centrale et orientale démontre le besoin d'adapter et de diversifier davantage les formes d'assistance en fonction des besoins nationaux et des priorités de réforme des systèmes d'enseignement supérieur concernés, de même que de la structure des établissements d'enseignement supérieur, ainsi que le besoin d'adopter, si possible, une approche pluriannuelle de la programmation de l'aide;
