17. Emphasises that the EU and the Eastern European partners face common political challenges with regard to ensuring a reliable and safe energy supply; recalls that energy security cooperation is clearly identified as a priority under the Eastern Partnership and the ENP; recalls that the Energy Community Treaty lays the basis for establishing a fully integrated regional energy market favouring growth, investment and a stable regulatory framework; considers further progress in the integration of the gas and electricity networks, including reverse-flows, in the region to be essential to achieving the goals of the Energy Community; underlines the importance of focusing more on the consolidation, improvement and efficiency of the energy sector, as one of the main conditions for modernisation of the economy, strengthening energy security and competitiveness as well as developing energy strategies in line with European Energy Community obligations and EU targets; calls for the continuation of gas and electricity market reforms and an adequate share of energy from renewable resources, in line with EU policies and standards; recognises that Eastern Partnership countries' energy dependence on third countries and inadequate diversification of supply complicate the dynamics of European integration, in this regard reminds that projects such as South Stream increase the EU's dependency on Russian gas, and calls on the Commission and the Member States to fast-track projects that will help mitigate the situation; calls on the Commission and Council to make solidarity a fundamental principle of the Energy Community that is expected to be fully respected by all the players active in the EU market;

encourages the negotiation and conclusion of a memorandum of understanding between the European Commission's Directorate-General for Regional Policy and the authority implementing regional development policy in Moldova (Ministry for Construction and Regional Development) in order to promote the dialogue on regional policy and regional cooperation (in the context of the Eastern Partnership) and build administrative capacity in the field of regional development at national and regional levels;
encourage la négociation et la conclusion d'un protocole d'accord entre la Direction générale de la politique régionale (Commission européenne) et l'autorité chargée de la politique de développement régional en République de Moldavie (ministère des constructions et du développement régional) visant à promouvoir le dialogue sur la politique régionale et la coopération régionale (dans le cadre du Partenariat oriental) et de renforcer les capacités administratives dans le domaine du développement régional au niveaux national et régional;

– Mr President, I would like to welcome the Eastern Partnership project that will hopefully strengthen democracy and reforms in our eastern neighbourhood. This is not just a regional initiative, however: it should be seen as an all-European project.

The importance of this kind of cooperation has grown even more in recent years in relations between the newly independent States, the European Union and the countries of Central and Eastern Europe, as there is a common border with the newly independent States now that Finland is in the Union, the Baltic region is becoming ever more important as the Union enlarges, and the western borders of the countries of Central and Eastern Europe are developing in their preparations for accession.
Ces dernières années, celle-ci a acquis une importance croissante dans le cadre des relations entre les nouveaux pays indépendants, l'Union européenne et les pays d'Europe centrale et orientale (PECO). 21. Urges the Commission and the Council furthermore to fully involve the countries of the region in all aspects of the preparation and implementation of the Stability Pact for South-Eastern Europe; calls on them to present rapidly to the European Parliament a proposal for a common strategy for Eastern Europe in order to strengthen relations between the European Union and the countries of South-Eastern Europe and between the countries of the region;
21. demande instamment à la Commission et au Conseil d"associer intégralement les pays de la région à tous les aspects de la préparation et de la mise en oeuvre du Pacte de stabilité pour l"Europe du Sud-Est; demande instamment à la Commission et au Conseil de présenter rapidement au Parlement européen une proposition de stratégie commune pour l"Europe de l"Est afin de renforcer les relations entre l"Union européenne et les pays de l"Europe du Sud-Est, ainsi qu"entre les pays de la région;

(i) to promote cooperation of border regions in countries in central and eastern Europe with adjacent regions in a neighbouring country as defined in Article 1 and thus to help the border regions in central and eastern Europe to overcome the specific development problems which may arise, inter alia, from their position within the national economies, in the interest of the local population and in a manner compatible with the protection of the environment;
i) de promouvoir la coopération entre les régions frontalières des pays d'Europe centrale et orientale et les régions adjacentes des pays voisins définis à l'article 1er et d'aider ainsi ces régions frontalières à surmonter les problèmes de développement spécifiques pouvant découler, notamment, de leur situation dans l'économie nationale, dans l'intérêt des populations locales et selon des modalités compatibles avec la protection de l'environnement;
