Community actions under Regulation 1257/96 [13] concerning humanitarian aid, for which the Community Humanitarian Aid Office, ECHO, is responsible, focus on providing the necessary funds to implementing partners to provide protection, care and maintenance to refugee populations for as long as it is needed.
Les actions engagées par la Communauté dans le cadre du règlement 1257/96 concernant l'aide humanitaire [13] (pour laquelle ECHO, l'Office d'aide humanitaire de la Communauté, est compétent) visent à fournir aux partenaires chargés de la mise en oeuvre les crédits nécessaires pour apporter une assistance, un secours et une protection aux populations réfugiées, et ceci durant tout le temps nécessaire.

Considers that there is satisfactory visibility for ECHO-funded actions; recognises the significance of measures to ensure visibility in terms of accountability and helping to reduce the risk of double financing; stresses that this should not become a means of brand promotion for humanitarian agencies and should not result in people competing for visibility at the expense of meeting the real needs of beneficiaries;

Calls in this regard on the Commission and EU Member States to provide all necessary means to support Tunisian and Egyptian authorities in order to overcome the current humanitarian crisis faced particularly by the population fleeing Libya towards Egyptian and Tunisian borders; urges in this respect the Commission to further deploy ECHO funding and EU Emergency fund aid to support international and civil organisations in their humanitarian action;

Despite Cuban decisions which impede our development cooperation activities, the Commission has continued funding actions by NGOs and humanitarian actions managed by ECHO.

13. Calls on the Commission to pay the utmost attention to ensuring a smooth transition between humanitarian aid, rehabilitation and development; considers it essential that the future Rehabilitation and Reconstruction Interventions supported by the EDF link up with relief interventions supported with ECHO funding; considers further that when the successful humanitarian actions have a 'development component' the Commission should support their extension with the EDF;
