Today, Neven Mimica, Commissioner for International Cooperation and Development, signed four new projects with the Economic Community of West African States (ECOWAS) and the West African Economic and Monetary Union (WAEMU).

Commissioner Mimica made the following statement: "The peaceful democratic change in The Gambia is the result of the determination of the Gambian people, as well as the regional and international coordinated efforts of the Economic Community of West African States.

EU Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn commented: "The actions adopted today by the EU Trust Fund will substantially boost local service delivery and economic development for refugees and host communities in the region.

Emphasises that the various conflicts in the Sahel region have led to greater population displacement within states and to an increase in the number of refugees; calls on the EU, the Sahel countries, the Office of the UN High Commissioner for Refugees, the African Union and the Economic Community of West African States to coordinate their refugee policies in order to provide refugees with proper sanitary facilities and healthy and decent living conditions, guarantee human security for the most vulnerable groups and establish self-sufficiency programmes; points out that, in addition to assisting refugees and internally displaced persons and guaranteeing their protection, efforts must be made to ensure that, wherever possible, they can return to their home regions;

Recognises that the first attempts at developing an EU transport infrastructure policy, inspired by the 'missing links' of the European Round Table of Industrialists (ERT), were boosted by the Commission communication of 2 December 1992 entitled "The future development of the common transport policy", with the justification to "achieve economic growth, competitiveness and employment" and were put on track by former Transport Commissioner Karel Van Miert; notes that Council Regulation (EC) No 2236/95 of 18 September 1995 laying down general rules for the granting of Community financial aid in the field of trans-European networks and Decision No 884/2004/EC tried to be oriented towards the abovementioned aims; and draws attention to the stimulus given to this policy by the Commissioner responsible for energy and transport matters, Vice-President Loyola de Palacio;

Since this question is related to an interpretation of national law, I would refer the honourable Member to Mr Richard Thomas, the Information Commissioner in the United Kingdom, who is responsible for enforcing these privacy and electronic communication regulations. The regulations transpose the European directive on privacy and economic communication – the ePrivacy Directive.
