Welcomes the progress made in connection with the cessation of the activities of the ECSC and, in particular, the above-mentioned Decision of the Representatives of the Governments of the Member States, meeting within the Council, of 27 February 2002 on the financial consequences of the expiry of the ECSC Treaty and on the research fund for coal and steel, which created the requisite legal basis for the "ECSC in liquidation" pending the entry into force of the Treaty of Nice on 1 February 2003;

The ECU 75 million in support of the ECSC research mentioned also accounts for a significant share of the ECU 6800 million in spin-offs, a share estimated at at least ECU 1600 million, i.e. about 20 times greater than the amount of the support and about 12 times greater if we add the factories' share, assuming a cost allocation of 60% to the ECSC and 40% to the factories.
