Deplores the poor results obtained during the phasing-in process of the ECSC Treaty into the general budget; calls on the Commission to present a financial assessment of the new activities being incorporated into the general budget as they may have an impact on the margin under the ceiling of Heading 3 of the Financial Perspective; notes that, according to the joint statement on financial programming approved on 20 July 2000, “the budgetary authority must have accurate information about the financial consequences of each new proposal presented by the Commission, in order to be able to assess the impact of the proposal on the ceilings of the Financial Perspective, particularly in Headings 3 and 4”;

Let me refer, by way of example, to Mr Khanbhai’s report, which revealed some problems in the ECSC accounts, including, among other things, the solvency ratio and the transfer of property, although the Commission and the High Authority are currently reducing these problems with a view to the expiry of the ECSC Treaty in 2002.

The June 1995 memorandum clearly advocated the transfer of powers from the High Authority to the Commission, a strict ban on aid and subsidies in order to prevent any distortion of competition within the sectors concerned, the maintenance of the ECSC Treaty's social dimension and optimum aid for the incorporation of ECSC research into existing framework programmes.
