To this end the Commission could, in her view, explore three possible avenues: - firstly, under the financial instrument for fisheries guidance (FIFG), the present programmes could be looked at together with the Spanish and Portuguese authorities in order to take account of new constraints imposed by the restructuring of the fleets concerned; - secondly, under the Community Initiatives, by considering the possibility of calling on the funds set aside as a reserve for all the Community Initiatives (ECU 1.6 billion, including ECU 690 million for the Objective 1 regions), which would enable the resources allocated to the Pesca Initiative to be increased; - thirdly, examination of the possibility of submitting an ad hoc scheme to the Council in order to provide Community support for any necessary changes, as has already been done in the past in connection with other major industrial upheavals.

The total cost of the programme is ECU 106.8 million, i.e. approximately PTA 13.690 million. In addition to receiving assistance from the Community, the programme will also be supported by the central government (ECU 33.7 million), the regional authorities (ECU 36.1 million) and the municipalities of Santander and Camargo (ECU 4.6 million).
