A new composition of the European Parliament was agreed by the Edinburgh European Council (11-12 December 1992), on the basis of a Parliament proposal, taking into account the unification of Germany (granting 18 additional places to the Federal Republic of Germany, but also 6 additional places to France, Italy, the Netherlands and the United Kingdom, 4 to Spain, 1 to Belgium, Greece and Portugal), already taking account of the forthcoming accession of certain EFTA countries.

The 1992 Edinburgh European Council identified simplifying and improving the regulatory framework of the European Community as a priority, while the subject has also been dealt with in annual reports by the Commission entitled 'Better law-making'.

Since the Treaty had to be ratified by all Member States before it could enter into force, the Edinburgh European Council in December 1992 found a solution in the form of the Decision of the Heads of State and Government, meeting within the European Council, concerning certain problems raised by Denmark on the Treaty on European Union.
