IN-CONTEXT TRANSLATIONS

1. Welcomes the fact that in its third financial year, the European External Action Service ('EEAS') has continued to implement its budget without major errors being identified by the Court of Auditors; notes the progress made in fixing the errors identified in previous years and supports the recommendations for further improvements made by the Court of Auditors in its annual report; welcomes Special Report No 11/2014 on the establishment of the EEAS, published by the Court of Auditors, and the many useful suggestions for improvements which that report contains which will hopefully be implemented as soon as possible;

Takes note of the European Court of Auditors' recent special report on the establishment of the EEAS published on 30 June 2014 and its recommendations to enhance the EEAS's added value and efficiency, such as working with the Commission to mitigate the impact of the rigidity of its financial and staff regulations on the efficiency of EU delegations in order to devote more resources to political tasks;
9. prend acte du rapport spécial sur la mise en place du service européen pour l'action extérieure publié par la Cour des comptes le 30 juin 2014 et des recommandations dont il s'accompagne, qui visent à renforcer la valeur ajoutée et l'efficience du SEAE, par exemple au moyen d'une collaboration avec la Commission qui permettrait d'atténuer l'incidence de la rigidité de son statut et de son règlement financier sur l'efficience des délégations de l'Union et de consacrer ainsi davantage de ressources aux missions politiques;

Stresses that the main asset of the European Union is the availability of various policies and instruments, combined through the ‘comprehensive approach’, and that it is possible to achieve better results at all levels by better integrating the CSDP into this approach; welcomes in this respect the review of the organisation and functioning of the EEAS published by the VP/HR in July 2013, which recognises the problems of coordination and those related to the speed and effectiveness of decision-making in the area of the CSDP; looks forward to specific decisions being taken at the December Summit and expects the further integration of the CSDP to be analysed thoroughly in the upcoming joint Communication by the VP/HR and the Commission on the implementation of the comprehensive approach;
10. souligne que le principal atout de l'Union européenne réside dans l'existence de divers instruments et politiques, articulés autour de l'«approche globale», et qu'il est possible d'obtenir de meilleurs résultats à tous les niveaux en intégrant davantage la PSDC dans cette approche; salue à cet égard l'examen de l'organisation et du fonctionnement du SEAE publié par la VP/HR en juillet 2013, qui reconnaît les problèmes de coordination et les problèmes existant au niveau de la rapidité et de l'efficacité du processus décisionnel dans le domaine de la PSDC; escompte que des décisions spécifiques seront adoptées en la matière lors du sommet de décembre et espère que la question d'une plus grande intégration de la PSDC sera analysée en profondeur dans la prochaine communication conjointe de la VP/HR et de la Commission sur la mise en œuvre de l'approche globale;
