In its resolutions of May 2011 and May 2012 granting discharge in respect of the implementation of the EESC budget, Parliament called on the European Ombudsman to inform it of cases of maladministration which had arisen within the EESC; expresses its concern at the Decision of the European Ombudsman of 6 November 2012 - complaint No 2744/2009(MF)JF - relating to a 'very serious case of maladministration' and stating its intention to forward that decision to the President of Parliament for consideration as to whether it should be submitted to the competent parliamentary committee; takes note that the EESC has pledged, and has taken measures, to prevent similar situations from happening in future;

For his part, vice-president Jacek Krawczyk, in charge of the EESC budget, has extensive hands-on business management skills acquired during his finance and business career at, among others, the European Cooperation Bank and at the Polish Development Bank.

In the EESC opinion on the budget review, drafted by two Frenchmen, Henri Malosse, (Employers' Group) and Gérard Dantin (Workers' Group), the EESC was adamant in arguing for a stronger EU budget, a new system of own resources and the creation of Eurobonds for investment.
Dans son avis sur le réexamen du budget, élaboré par deux Français, MM. Henri Malosse (groupe des employeurs) et Gérard Dantin (groupe des travailleurs), le CESE se montre très fermement résolu à défendre un budget plus important pour l'UE, un nouveau système de ressources propres et la création d'euro-obligations pour les investissements.

"The Committee's draft 2012 Budget would limit our expenditure in 2012 to an increase of 1.5% (EUR 1.9 million, for a total budget of EUR 130.5 million) which, given an estimated inflation rate of about 2%, would constitute a reduction in real terms", said Jacek Krawczyk, EESC Vice-President with responsibility for the budget.
"Le projet de budget 2012 du Comité limiterait l'augmentation des dépenses à 1,5 % (soit 1,9 million d'euros pour un budget total de 130,5 millions d'euros), ce qui, au regard du taux d'inflation estimé à environ 2 %, représenterait une diminution en termes réels", affirme Jacek Krawczyk, vice-président du CESE en charge du budget.

The EESC president, Mr Staffan Nilsson underlined the European Economic and Social Committee's clear active role in the debate on the next budget of the Union, with some of the EESC recommendations already reflected in the recent EU budget review.
