The EESC is pleased to note the efforts made by the Commission to promote compliance with the rules, thereby contributing to an environment of fair and free competition, as well as to the development of international cooperation.

In a recent opinion, the EESC argued that ‘Recognition of professional qualifications from other Member States is a key instrument for promoting the mobility of EU citizens and thereby implementing the Single Market.

5. Supports the EESC's efforts to limit the budget for 2013, keeping it at the level of 2012 and thereby ensuring a flat rate increase;

Points to the remark made by the Court of Auditors in Annex 11.2 of its annual report to the different approach of the EESC (as well as of the Parliament) when applying the provisions of the Staff Regulations as regards the multiplication factor; points out that the EESC thereby grants its staff a financial advantage not granted by the other institutions, and that that results in higher expenses; reiterates that the provisions of the Staff Regulations concerning the multiplication factor should be interpreted and implemented by all the institutions in the same way; notes the EESC's intention to adapt its practice in conformity with the awaited Civil Service Tribunal's ruling;

The EESC notes that the third recital of the preamble, and specifically Article 151 of the TFEU, are intended to promote improved living and working conditions ‘so as to make possible their harmonisation while the improvement is being maintained’ and expressly calls for a ‘Social Progress Protocol’ to be included in the Treaties in order to enshrine the principle of the equal value of fundamental social rights and economic freedoms and thereby make it clear that neither economic freedoms nor competition rules should be allowed to take precedence over fundamental social rights, and also to clearly define the impact of the Union's objective of achieving social progress (1).
Il fait observer que le 3e considérant du Préambule, et plus concrètement l’article 151 du TFUE, stipulent déjà que l'un des objectifs est l'amélioration des conditions de vie et de travail «permettant leur égalisation dans le progrès». Le Comité demande expressément qu'un «protocole sur le progrès social» soit intégré dans les traités, afin de consacrer l'équivalence entre les droits sociaux et les libertés économiques fondamentaux et de préciser ainsi que ni les libertés économiques, ni les règles de concurrence ne peuvent prendre le pas sur les droits sociaux fondamentaux, et afin de définir clairement la portée de l'objectif de réaliser le progrès social qui a été assigné à l'Union (1).

6. Points to the remark made by the Court of Auditors in paragraph 11.10 of its above-mentioned annual report that, by continuing to apply a multiplication factor greater than 1 in the two years following promotion, rather than converting the balance over 1 into seniority in step, the EESC thereby grants its staff a financial advantage not granted by the other institutions;
6. souligne l'observation formulée par la Cour des comptes au point 11.10 de son rapport annuel précité, à savoir que, en continuant d'appliquer un facteur de multiplication supérieur à 1 au cours des deux années suivant la promotion, au lieu de convertir le dépassement en ancienneté d'échelon, le Comité économique et social européen procure à ses agents un avantage financier qui n'est pas octroyé par les autres institutions;

1.8 The EESC notes that the SES II package has extended the scope of the European Aviation Safety Agency's (EASA) system to ATM safety regulation at EU level, thereby ensuring an integrated approach for ATM safety regulation and oversight in the EU in a gate to gate concept.
1.8 Le CESE observe que le paquet «Ciel unique européen II» a élargi le champ d'action du système de l'Agence européenne de la sécurité aérienne (AESA) à la réglementation de la sécurité de l'ATM à l'échelle européenne, garantissant ainsi une approche intégrée, selon un concept de porte à porte, de la réglementation et de la surveillance relatives à la sécurité de l'ATM au sein de l'UE.

4.3 The EESC recommends linking and integrating the activities of the former URBAN Community Initiative, the LIFE programme and other programmes using the principles underpinning the LEADER method, thereby increasing their combined added value.
