In this context, it is expected that the EIB will provide finance under the EFSI with a view to reach an overall initial target of at least EUR 315 000 000 000 of public or private investment, including financing mobilised through the EIF under EFSI operations relating to the instruments referred to in Article 10(2)(b) and national promotional banks or institutions.

5. The EIB shall provide the Commission, at least on a yearly basis, an indicative multiannual programme of the planned volume of signatures of EIB financing operations, so as to ensure compatibility of the EIB's forecast financing with the ceilings established in this Decision and for the Commission to ensure appropriate budgetary planning for provisioning the Guarantee Fund.
5. La BEI soumet à la Commission, au moins une fois par an, un programme pluriannuel indicatif indiquant le volume de signatures prévu pour ses opérations de financement, afin d'assurer la compatibilité des financements prévus par la BEI avec les plafonds fixés dans la présente décision et afin que la Commission prévoie une planification budgétaire appropriée pour le provisionnement du Fonds de garantie.

(34) The EIB should prepare, in consultation with the Commission, an indicative multi-annual programme of the planned volume of signatures of EIB financing operations, so as to ensure appropriate budgetary planning for provisioning the Guarantee Fund and to ensure compatibility of the EIB's forecast financing with the ceilings established in this Decision .

4. The EIB shall, in agreement with the Commission, develop a clear and transparent allocation policy for deciding upon the source of financing of operations which are eligible both for coverage by the EU guarantee and for EIB own risk financing.

30. Notes with satisfaction that countries covered by the ENPI are entitled to benefit from loans from the European Investment Bank (EIB) , and that financing operations should be consistent with and support EU external policies including specific regional objectives; recalls that the current maximum ceiling of the EIB financing operations for ENPI countries over the period 2007-2013 is EUR 12,4 billion, broken down into two indicative sub-ceilings of EUR 8,7 billion for Mediterranean countries and EUR 3,7 billion for Eastern countries and Russia; calls for an evaluation in conjunction with the EIB to determine how such loans are being implemented;
30. constate avec satisfaction que les pays couverts par l'IEVP sont éligibles aux prêts de la Banque européenne d'investissement (BEI) et que les opérations de financement devraient être cohérentes avec les politiques extérieures de l'Union européenne et les soutenir, y compris en ce qui concerne les objectifs régionaux spécifiques; rappelle que le plafond maximum actuel des opérations de financement de la BEI pour les pays IEVP est, pour la période 2007-2013, de 12 400 000 000EUR, répartis entre deux volets, l'un pour les pays méditerranéens, plafonné à 8 700 000 000 EUR, et l'autre pour les pays de l'Est et la Russie, plafonné à 3 700 000 000 EUR; demande l'évaluation, avec la BEI, des modalités de mise en œuvre de ces prêts;
