This legislation has three main objectives: to ensure respect for English and French as the official languages of Canada, and ensure equality of status, and equal rights and privileges as to their use in all federal institutions; to support the development of English and French linguistic minority communities and to encourage the acceptance and use of both English and French in Canadian society; and to set out the powers, duties and functions of federal institutions with respect to the official languages of Canada.

The Committee on Culture, Youth, Education and the Media welcomes the fact that the Commission communication includes subsections on the social, cultural and linguistic aspects of the information society (notably page 14 in the English version), which were virtually ignored by the Bangemann report, but which have been stressed by the European Parliament in the past and were stressed by the European Council in its Corfu conclusions.
