Unlike what happened in the case of the report on Bulgaria, in this case the Committee on Budgets wishes to stress the need to make sustained efforts to enhance Romania’s administrative capacity with regard to the essential fields of customs, VAT and statistics on gross domestic product. This means having appropriate capacity to collect and control VAT and customs duties, and to calculate gross domestic product credibly, precisely and exhaustively, in accordance with the SEC 95 rules.
Contrairement à ce qui s’est produit dans le cas du rapport sur la Bulgarie, la commission des budgets voudrait ici souligner que des efforts constants sont nécessaires pour renforcer la capacité administrative en Roumanie, s’agissant de questions politiques essentielles, telles que les douanes, la TVA et les statistiques relatives au PIB, ce qui implique que cette capacité doit être suffisante et permettre de dûment collecter et contrôler la TVA et les droits de douane et de calculer le PIB de manière précise, fiable et exhaustive, conformément aux normes du SCN 95.

While acknowledging recent progress in the field of public administration, the Association Council noted the necessity to continue to enhance overall administrative capacity and improve co-ordination of the managing bodies at national, regional and local level in Romania, particularly with a view to ensuring the smooth functioning of EU policies after accession and the effective, sound and responsible implementation of EU funding.
Tout en constatant les progrès accomplis récemment dans le domaine de l'administration publique, le Conseil d'association a noté que la Roumanie devait continuer à renforcer sa capacité administrative globale et améliorer la coordination des organes de gestion aux niveaux national, régional et local, notamment en vue d'assurer le bon fonctionnement des politiques de l'UE après l'adhésion, ainsi que la mise en œuvre effective, saine et responsable des fonds européens.

The Association Council acknowledged the efforts made by Romania to strengthen its administrative capacities to manage PHARE funds while noting that the performance in programming and contracting needs to be enhanced.
