In its appeal Langnese-Iglo maintains that the Commission had no authority to depart from the content of the comfort letter of 20 September 1985 and to prohibit the network of exclusive agreements maintained by Langnese-Iglo, unless an examination had shown that the legal and factual situation prevailing on the ice-cream market had changed appreciably.
