Regrets, however, the reductions in appropriations for large infrastructure projects, Horizon 2020 and COSME, as well as the slower progression of CEF Transport owing to the redeployment to EFSI; recalls that the Commission’s initial proposal on EFSI would have resulted in a cut of EUR 170 million for Horizon 2020 in 2016 as compared to 2015, thus giving a contradictory signal on a programme widely recognised as a flagship priority under the current MFF; deplores the knock-on effects on research funding, including in the areas of Energy, SMEs, Climate and Environment, Social Sciences and Science in Society; commits to seeking to further compensate for the proposed decreases in these programmes by means of reinforcements during the budgetary procedure through the use of the EUR 200 million margin still available below the ceiling for heading 1a; stresses that funding for investment, research, development and innovation should be focused on areas in which the greatest added value can be achieved, such as improving energy efficiency, ICT, grants for basic research, and low-carbon and renewable energy technologies;

Belgium points out in its contribution of 19 December 2003 that the environment fund ceiling of BEF 75 million per year, indexed at 2 %, was indicated in Sowaer's financial plan, approved by the Walloon Government on 23 May 2001 and sent to BSCA on 1 August 2001.

I regard the strategy adopted by the Committee on Budgets as being based on the following principles: remaining consistent with previous years’ approaches; leaving all possible strategic options open to Parliament, so that a final decision can be made during conciliation in November, without nullifying the interinstitutional agreement at this juncture, but making maximum use of the flexibility instrument to stand by all our priorities; guaranteeing an adequate general level of payments; ensuring an adequate general level of Structural Fund payments; providing maximum support to achieve the Lisbon goals by increasing funding for small and medium-sized enterprises, research, the environment and above all youth policies; increasing the financial commitment under heading 4 (external actions), where the ceiling does not allow funding for the new emergencies that every year are added to the existing ones – Afghanistan, Iraq, the tsunami – at the same time as Parliament’s traditional priorities.
