However, incentives to invest are also affected by public policies: the new regulatory framework for electronic communications aims at enhancing competition and stimulating investment by providing a clear and predictable legal environment; national broadband strategies include public intervention to bridge the digital divide and to improve demand through the connection of relevant public administrations; the roll-out of 3G networks requires public action to address the removal of the remaining regulatory and technological barriers.

Steps should be taken at Union and international level to further strengthen and improve the science-policy interface and citizen engagement, such as through the appointment of Chief Scientific Advisors, as already done by the Commission and some Member States, or by making better use of institutions or bodies specialising in adapting scientific knowledge for public policy, such as national environment agencies and the European Environment Agency, as well as the European Environment Information and Observation Network (EIONET).
Des mesures devraient être prises au niveau de l’Union et sur le plan international en vue de renforcer et d’améliorer l’interface entre science et politique et l’engagement des citoyens dans le domaine de l’environnement, notamment en désignant des hauts conseillers scientifiques, comme cela a déjà été fait par la Commission et certains États membres, ou en faisant meilleur usage des institutions ou des organes spécialisés dans l’adaptation des connaissances scientifiques à des fins de politique publique, comme les agences environnementales nationales, l’Agence européenne de l’environnement et le réseau européen d’information et d’observation de l’environnement (EIONET).

By way of derogation from Articles 25 to 29 , competent authorities of Member States may refuse mutual recognition of national authorisations granted for biocidal products containing active substances referred to in Articles 5 and 9 and for product types 15, 17 and 23 of Annex V, provided that such a refusal can be justified on grounds of the protection of health of humans, particularly the health of vulnerable groups, the protection of the health of animals or plants, the protection of the environment, national treasures possessing artistic, historic or archaeological value, or the protection of industrial and commercial property.
Par dérogation aux articles 25 à 29 , les autorités compétentes des États membres peuvent refuser la reconnaissance mutuelle des autorisations nationales accordées pour les produits biocides contenant des substances actives visées aux articles 5 et 9 et pour les types de produits 15, 17 et 23 de l'annexe V, à condition de pouvoir justifier ce refus par des motifs ayant trait à la protection de la santé humaine, notamment celle des groupes vulnérables, à la protection de la santé animale ou végétale, à la protection de l'environnement ou d'éléments du patrimoine national ayant une valeur artistique, historique ou archéologique, ou à la protection de la propriété industrielle et commerciale.

The Agency shall also cooperate actively with other bodies such as the European Space Agency, the Organisation for Economic Cooperation and Development (OECD), the Council of Europe and the International Energy Agency as well as the United Nations and its specialised agencies, particularly the United Nations Environment Programme, the World Meteorological Organisation and the International Atomic Energy Authority.
2. L’Agence coopère aussi activement avec d’autres organismes tels que l’Agence spatiale européenne, l’Organisation de coopération et de développement économiques (OCDE), le Conseil de l’Europe, l’Agence internationale de l’énergie, l’Organisation des Nations unies et ses institutions spécialisées, et notamment le programme des Nations unies pour l’environnement, l’organisation météorologique mondiale et l’Agence internationale de l’énergie atomique.

(11) To take account of the principle in Article 6 of the Treaty, that environmental protection requirements should be integrated into the definition and implementation of Community policies and activities, the definition of public authorities should be expanded so as to encompass government or other public administration at national, regional or local level whether or not they have specific responsibilities for the environment. The definition should likewise be expanded to include other persons or bodies performing public administrative functions in relation to the environment under national law, as well as other persons or bodies acting under their control and having public responsibilities or functions in relation to the environment.
(11) Afin de tenir compte du principe énoncé à l'article 6 du traité, selon lequel les exigences de la protection de l'environnement doivent être intégrées dans la définition et la mise en oeuvre des politiques et actions de la Communauté, il convient d'étendre la définition des autorités publiques de manière à englober le gouvernement et les autres administrations publiques aux niveaux national, régional et local, qu'elles aient ou non des responsabilités particulières en matière d'environnement, et d'autres personnes ou organismes assurant des services d'administration publique en rapport avec l'environnement en vertu de la législation nationale, ainsi que les autres personnes ou organismes agissant sous leurs ordres et ayant des responsabilités ou des fonctions publiques en rapport avec l'environnement.

In order to provide support and better integration, all Member States will be encouraged to adopt national and regional urban environment strategies, linking to national sustainable development plans, and to nominate national and/or regional Focal Points for the Urban Environment to promote best practice and support towns and cities in delivering a sustainable and healthy urban environment.
Afin d'assurer un soutien et une meilleure intégration, tous les États membres seront encouragés à adopter des stratégies nationales et régionales en matière d'environnement urbain, liées à des plans nationaux de développement durable, et à désigner des points de contact nationaux et/ou régionaux pour l'environnement urbain, afin de promouvoir la diffusion des meilleures pratiques et de soutenir les villes dans la réalisation d'un environnement urbain durable et sain.
