(7b) ESA second edition data are no longer available in the level of detail required for determination of the VAT own resource; this does not, however, affect the procedures agreed for determination of the GNP own resource;

Whereas it is appropriate that the best quality data are used for the purposes of the EU budget and its own resources; whereas the application, upon the entry into force of a new decision repealing Council Decision 94/728/EC, Euratom, of the new system of integrated economic accounts in accordance with Council Regulation 2223/96 (ESA 95) will improve the quality of measurement of national accounts data; whereas the use of the new system might result in a change in the maximum amount of resources made available to the EU corresponding to the GNP ceilings expressed as a percent of GNP; whereas it is appropriate to adapt the ceiling expressed as a percent of GNP so as to maintain unchanged the amount of financial resources put at the disposal of the Union; whereas reliable estimates of EU GNP according to both the ESA 95 and the ESA second edition will become available with some delay; whereas it is appropriate to establish a formula for the determination of the new ceilings to be used in connection with the GNP calculated according to ESA 95, to be applied at the time of entry into force of the current Decision;
considérant qu'il est approprié d'utiliser les meilleures données aux fins du budget de l'UE et de ses ressources propres; que l'application, à la suite de l'entrée en vigueur de la décision abrogeant la décision 94/728/CE, du nouveau système des comptes économiques intégrés conformément au règlement du Conseil nº 2223/96 (SEC 95), améliorera la qualité de mesure des données relatives aux comptes nationaux; que l'utilisation du nouveau système pourrait entraîner une modification du montant maximal des ressources mises à disposition de l'UE correspondant aux plafonds du PNB exprimés en pourcentage du PNB; qu'il est approprié d'adapter le plafond exprimé en pourcentage du PNB de manière à maintenir inchangé le montant des ressources financières mises à la disposition de l'Union; que des estimations fiables du PNB de l'UE conformément au SEC 1995 et à la seconde édition du SEC ne seront disponibles qu'à une date ultérieure; qu'il est approprié, pour la détermination des nouveaux plafonds à utiliser en relation avec le PNB calculé conformément au SEC 1995, d'établir une formule qui s'appliquera à partir de l'entrée en vigueur de la présente décision;

3. Application of the ESA second edition as laid down in paragraphs 1 and 2 of this Article shall be ensured by adjusting the data received by virtue of Article 7 (1) on the basis of the ESA 95 to take account of the changes resulting from any differences in concepts, definitions or nomenclatures between the ESA second edition and the ESA 95.
3. L'application du SEC deuxième édition prévue aux paragraphe 1 et 2 du présent article est assurée par l'adaptation des données recueillies, en vertu de l'article 7 paragraphe 1, sur la base du SEC 95, de manière à tenir compte des modifications résultant des différences de concepts, définitions ou nomenclatures entre le SEC deuxième édition et le SEC 95.

(6) Whereas in order to update the original text a second edition of the document was published in 1979 (hereinafter referred to as 'ESA Second edition`) (4);

3. In accordance with paragraph 1, until the first transmission based on the ESA 95, Member States shall continue to send to the Commission (Statistical Office) the accounts and tables established by applying the ESA second edition.
