Emphasises that targeted RD cooperation could foster important world-wide opportunities for European-led R therefore urges that national and regional research systems be connected with networks in Europe and beyond, while guaranteeing the coherence of national and regional research programmes and priorities of European interest, such as the European Institute of Innovation and Technology; in this connection, calls on the Commission to acknowledge the importance of spatial and regional sciences for territorial cohesion, with particular reference to the ESPON 2013 programme; believes that territorial cooperation should be developed as a means of achieving critical mass and preparing for internationalisation; therefore calls on the Member States to remove cross-border administrative barriers that hinder cooperation between knowledge institutions; recommends the open coordination method for comparing best national practices in this field.
10. souligne qu'une coopération ciblée dans le domaine de la RD pourrait offrir des possibilités importantes à la RD européenne sur la scène internationale; insiste donc pour que les systèmes nationaux et régionaux de recherche soient connectés à des réseaux en Europe et au delà, tout en garantissant la cohérence des programmes de recherche nationaux et régionaux et des priorités d'intérêt européen, tels que l'Institut européen d'innovation et de technologie; invite la Commission, à cet égard, à reconnaître l'importance des sciences de l'aménagement du territoire et des régions pour la cohésion territoriale, en tenant particulièrement compte des travaux du programme ESPON 2013; est convaincu que la coopération transfrontalière devrait être développée comme un moyen d'atteindre une masse critique et de se préparer à l'internationalisation; demande dès lors aux États membres de supprimer les obstacles administratifs aux frontières qui empêchent la coopération entre les institutions de la connaissance; recommande la méthode de coordination ouverte pour comparer les meilleures pratiques nationales dans ce domaine.
