The ESPON report ‘Scenarios on the Territorial Future of Europe (Territorial Futures)’ is highly relevant in this connection. It compares two long-term territorial development scenarios. One of the scenarios, which is geared to competitiveness alone, would be likely to engender stronger economic growth and the emergence of new technologies, but would bring with it higher environmental and social costs that would, in the long term, have unfavourable economic and social effects.
