The head of the Liberal government simply wanted to add another adviser to his staff. The appointment of an ethics counsellor, following a commitment made by the Liberals during the election campaign, was only a ploy designed to give to the public the impression that the government was taking concrete measures to ensure the integrity of Canadian institutions.
