31. Urges the authorities throughout BiH at all levels to advance decisively with education reform with a view to improving educational standards, to promote an inclusive and non-discriminatory education system and to end ethnic segregation in the education sector (two schools under one roof); invites them to support the training of teachers for the purpose of equipping them with additional skills on how to encourage inter-ethnic mingling of students, and to assist with long-term capacity-building programmes; encourages the BiH media to promote integrated education; urges the Conference of Ministers of Education to create a more coherent legislative framework in the area of education throughout BiH, including increased convergence of curricula and standards as a necessary step for bringing the ethnic communities closer together; deplores the fact that there was no national agency in BiH to participate in any part of the EU’s Lifelong Learning Programme; urges the competent authorities to establish such an agency, which would enable the country to participate in the follow-up Erasmus+ Programme;
31. prie instamment les autorités, dans l'ensemble du pays et à tous les niveaux, de progresser résolument dans les réformes de l'éducation afin d'améliorer la qualité des formations, de promouvoir un système d'éducation ouvert à tous et non discriminatoire, ainsi que de mettre fin à la ségrégation dans le secteur de l'éducation («deux écoles sous un même toit»); invite les mêmes autorités à soutenir la formation des enseignants pour qu'ils acquièrent davantage de compétences sur la façon de promouvoir les contacts de nature interethnique entre étudiants, et à contribuer aux programmes de renforcement des capacités à long terme; encourage les médias bosniens à promouvoir l'éducation intégrée; exhorte la conférence des ministres de l'éducation à créer un cadre législatif plus cohérent en matière d'éducation dans toute la Bosnie-Herzégovine, notamment par une convergence accrue des programmes et des normes, étape indispensable pour rapprocher les différentes communautés ethniques; déplore l'absence de toute agence bosnienne susceptible de participer au programme de l'Union pour l'éducation et la formation tout au long de la vie (EFTLV), pour tout ou partie; demande instamment aux autorités compétentes de créer une agence de ce type, qui permettrait au pays de participer au programme Erasmus+, qui succèdera à l'EFTLV;

Facteurs d’influence et domaines d’action possibles: Évaluer les niveaux des dépenses dans le personnel de santé. Offrir de meilleures conditions de travail aux professionnels de la santé, accroître la motivation et améliorer le moral du personnel. Envisager des campagnes de recrutement et de formation, en particulier pour tirer parti de la croissance de la tranche des travailleurs de plus de 55 ans et de l'augmentation du nombre de personnes qui n'ont plus d'obligations familiales. Organiser le traitement des maladies chroniques et la fourniture des soins de longue durée plus près du domicile ou dans des structures de proximité. Assurer un déploiement plus efficace du personnel de santé disponible. Envisager des campagnes de «retour à la profession» afin d'attirer de nouveau les personnes qui ont quitté le secteur. 9. Welcomes the First Agreement on the Principles of Normalisation of Relations reached in the high-level dialogue between the Prime Ministers of Serbia and Kosovo on 19 April 2013; welcomes Serbia’s engagement in the normalisation process with Kosovo, and strongly encourages the Serbian authorities to play a constructive role in this process, as well as in the development of good neighbourly relations which can serve the interests of both Serbia and Kosovo; notes that the pace of the overall negotiations has slowed down, due, inter alia to the holding of early elections in both Serbia and Kosovo; welcomes the formation of a new government in Kosovo, which is an important step for the resumption of the high-level dialogue of 9 February 2015 that led up to the agreement on the judiciary in Mitrovica, and also welcomes, in this respect, the constructive role of the Serbian Government in encouraging the elected representatives of the Serbian minority to participate and assume their responsibilities within the new coalition government in Pristina; calls on Serbia and Kosovo to move forward with the full implementation of all the already-reached agreements, in good faith and in a timely manner, and on the EU to carry out an evaluation of the performance of the parties in fulfilling their obligations; encourages the Serbian and Kosovo authorities to further normalise their relations; calls for continuous efforts by both sides to bring ethnic Albanian and Serbian communities closer together; underlines that the negotiating framework requires progress in the process of normalising relations with Kosovo under Chapter 35 to be made in parallel with progress in negotiations overall; stresses that Chapter 35 should be opened early in the negotiations; considers that full normalisation of relations between Serbia and Kosovo would facilitate Serbia’s accession to the EU;

Welcomes the First Agreement on the Principles of Normalisation reached in the high-level dialogue between the Prime Ministers of Serbia and Kosovo on 19 April 2013, which opened the way for further steps in the European integration process of Serbia and Kosovo; welcomes the steps taken by both sides so far in the implementation of the agreement and encourages the authorities to continue implementing all agreements reached so far in good faith and in a timely manner; welcomes the agreements on telecommunications and energy reached in dialogue on 8 September; calls, in particular, on both Serbia and Kosovo to actively and constructively cooperate with EULEX as regards the implementation of the agreement on Mutual Legal Assistance in order to deal with the growing number of requests concerning properties in Kosovo; calls on both sides to maintain this constructive approach while agreeing on the controversial and sensitive details that still need to be elaborated and agreed on; urges both sides to continue to address the issue of missing persons and welcomes, in this respect, the first results reached in the framework of the Red Cross-chaired Working Group on the Missing Persons; acknowledges the efforts made towards reducing the underground trade between Serbia and Kosovo; notes that further continuous efforts by Serbian and Kosovar leaders will be needed to integrate the Serbian minority in Kosovan society and bring the ethnic Albanian and Serbian communities closer together;

14. Strongly encourages the authorities and civil society to take appropriate measures for historical reconciliation in order to overcome the divide between and within different ethnic and national groups, including citizens of Bulgarian identity; restates its call for positive progress to be made in joint celebrations of common events and figures with neighbouring EU Member States; encourages the attempts to establish joint expert committees on history and education, with the aim of contributing to an objective, fact-based interpretation of history, strengthening academic cooperation and promoting positive attitudes of young people towards their neighbours; urges the authorities to introduce educational materials free of ideological interpretations of history and aimed at improving mutual understanding; notes with concern the phenomenon of ‘antiquisation’; is convinced that culture and art should be used to bring people closer together rather than divide them; urges the government to send clear signals to the public and media that discrimination on the basis of national identity is not tolerated in the country, including in relation to the justice system, media, employment and social opportunities; underlines the importance of these actions for the integration of the various ethnic communities and the stability and European integration of the country;
14. encourage vivement les autorités et la société civile à prendre les mesures nécessaires aux fins de la réconciliation historique afin de surmonter les divisions existant entre les différents groupes ethniques et en leur sein, y compris les citoyens d'identité bulgare; demande à nouveau que des progrès soient réalisés dans le sens de célébrations conjointes d'événements et de personnages communs aux États membres voisins; encourage les tentatives de création de comités communs d'experts en histoire et en éducation, chargés de contribuer à une interprétation de l'histoire objective et fondée sur les faits, au renforcement de la coopération universitaire et à la promotion d'une attitude positive des jeunes générations envers leurs voisins; demande instamment aux autorités d'introduire des matériels pédagogiques exempts d'interprétations idéologiques de l'histoire et visant à améliorer la compréhension réciproque; observe avec inquiétude le phénomène dit d'antiquisation; se déclare convaincu que la culture et l'art devraient servir à rapprocher les peuples plutôt qu'à les diviser; invite instamment le gouvernement à adresser des signaux clairs au public et aux médias pour qu'ils sachent que la discrimination n'est nullement tolérée dans le pays, y compris par rapport au système juridique, aux médias, à l'emploi ainsi qu'aux possibilités sociales; insiste sur l'importance de telles mesures pour l'intégration des différentes communautés ethniques et pour la stabilité et l'intégration européenne du pays;

In the worst-case scenario, the short timelines will drive refugees into the arms of unscrupulous consultants who are closer to the ethnic communities and quite frankly don't need preparation time because they don't do anything other than show up. That wasn't a flippant comment, by the way.
Dans le pire des cas, la brièveté même des délais poussera les immigrants entre les griffes de consultants sans scrupule qui sont plus proches des communautés ethniques et qui, disons-le franchement, n'ont pas besoin de temps de préparation, puisqu'ils se bornent à se pointer le bout du nez.
