Recommends that the political and security strands of the strategic partnership be based on regular, sectoral and effective political dialogue and on a Euro-Latin American Charter for Peace and Security which, along similar lines to the Charter of the United Nations (UN), would enable political, strategic and security proposals to be drafted jointly;

Supports the Commission's proposal that a political dialogue on conflict prevention and crisis management be placed on the new political agenda, but suggests that the dialogue should also encompass European Security and Defence Policy (ESDP) matters as a whole and be organised around the Euro-Latin American Charter for Peace and Security and the work of a bi-regional conflict prevention centre to be set up in Latin America, since this would be the best way to exchange shared experiences and bolster and coordinate efforts involving the countries and regional bodies concerned, including in particular the Organization of American States (OAS) and the Rio Group;

Supports the Commission's proposals for stepping up and focusing political dialogue, but repeats that a stronger political and security partnership must be built in addition on a Euro-Latin American Charter for Peace and Security, to enable practical expression to be given, under the terms of the United Nations Charter, to policy, strategy, and security proposals of interest to the two regions, on the work of a bi-regional conflict prevention centre and on new institutional machinery, including

confidence-building measures have been approved, including the creation of a network of political and security correspondents, the compilation of human rights and weapons inventories, the planned launch of a Euro-Mediterranean network of defence institutes, and of machinery for exchanges of senior political and military officials, and ongoing work on the organization of civil and military cooperation machinery for use in the event of disasters in the region; discussions are under way on a plan of action covering six areas: strengthening of democracy, preventive diplomacy, security and confidence-building measures (see above), disarmament, terrorism and organized crime; work has started on a Euro-Mediterranean Charter for Peace and Stability, an institutional dialogue and crisis-prevention mechanism seen as the cornerstone of the EMP's political and security dimension; September saw the inauguration of joint information and training measures aimed at diplomats from the twenty-seven Partnership countries - these will continue in 1997, when an electronic information network linking their foreign ministries will be put in place.

7. We welcome the significant contributions of Latin American and Caribbean countries to safeguarding world peace and international security and to meeting the global challenges of our time, as well as to better enabling the United Nations for its fundamental tasks.

4.1. Il comprend six domaines: renforcement de la democratie, diplomatie preventive, mesures de confiance et de securite (cf. ci-dessus), desarmement, terrorisme, crime organise; -- une Charte euro-mediterraneenne pour la paix et la stabilite a ete mise en chantier. The EU will strengthen the political and security-related dialogue with its Mediterranean partners at all levels: bilaterally with individual Mediterranean partners; in the Barcelona framework, including the Euro-Mediterranean Charter for Peace and Stability after its entry into force; and in other multilateral contexts to:
