Is concerned about the state of play regarding the establishment of the Euromed Free Trade Area, which was supposed to be in place by 2010 and has failed to materialise; regrets the fact that no real progress has been made by the various actors in creating the necessary conditions; encourages the development of South-South bilateral and multilateral economic cooperation, which would produce tangible benefits for the citizens of the countries involved and improve the political climate in the region; acknowledges that the lack of intra-regional trade among southern Mediterranean countries has been a major stumbling block to the project; insists that the establishment of the Euro-Mediterranean Free Trade Area should remain one of the goals of the EU and its southern partners; regards this Convention as a major step towards the establishment of the Free Trade Area and as a possible incentive for South-South trade;

Reiterates the strategic importance of establishing a comprehensive Euromed Free Trade Area, which will significantly contribute to peace, prosperity and security in the entire region, and therefore supports those measures and efforts aimed at removing barriers and obstacles; stresses that the success of the Euro-Mediterranean partnership, and of the Free Trade Area in particular, requires a sustained and concerted effort from all parties;

With regard to the Euromed Free Trade Area, its creation by 2010 was a realistic objective, and within the next year we will have made considerable progress towards this, although there clearly still remains much to be done to fully realise the potential of economic integration in the Euromed area.

The EU shares the Jordanian view that the Agadir Agreement is an important step to achieving the Euromed Free Trade Area.

The timing was especially welcome given the ratification by the Egyptian Parliament two weeks ago of the EU-Egypt Association Agreement signed in 2001 which will mark an important milestone in the creation of the Euro-Mediterranean Partnership and the EuroMed Free Trade Area.

The conclusion of free trade agreements between Mediterranean countries will make implementation of the pan-EuroMed cumulation of origin possible.

31. Support the negotiation of Economic Partnership Agreements (EPAs) as development instruments that will improve access to European markets, help ACP countries integrate into world markets, foster their regional integration, help establish transparent and predictable rules to spur investment and growth and liberalise services that are key to their development interest and support the progressive building-up of the EUROMED Free Trade Area (between North African countries and the EU and between North African countries themselves) in the framework of the Barcelona Process.

Appuyer la négociation d'accords de partenariat économique (APE) en tant qu'instruments de développement qui permettront d'améliorer l'accès aux marchés européens, de contribuer à l'intégration des pays ACP dans les marchés mondiaux, de favoriser leur intégration régionale, de contribuer à établir des règles transparentes et prévisibles afin de stimuler les investissements et la croissance; de libéraliser les services essentiels à leur développement, et d'apporter un soutien à la mise en place progressive de la zone euro-méditerranéenne de libre échange (entre les pays d'Afrique du Nord et l'UE et entre les pays d'Afrique du Nord eux mêmes) dans le cadre du processus de Barcelone.
